Securities Commission Appointed, Confirmation in FBiH Parliament Follows

SARAJEVO, (Patria) – President of FBiH Marinko Čavara (HDZ BiH), with the consent of Vice Presidents Milan Dunović (DF) and Melika Mahmutbegović (SDA), submitted on May 28, 2021 to the chairs of both houses of the FBiH Parliament, Mirsad Zaimović and Tomislav Martinović, the decision on the dismissal and appointment of members of the FBiH Securities Commission.

Hasan Ćelam and Matej Živković were dismissed, while Adnan Zukić (president) and members Matej Živković, Predrag Mlađen, Esad Dželilović, and Romeo Zelenika were appointed.

Since November last year, the Federation has had no Securities Commission. One member retired, and since then, attempts to appoint a commission have been ongoing but without success. Millions of businesses and banks have been blocked, and there have been many calls to overcome the situation and finalize the appointment process. Since October 2019, only two commission members have been working.

The latest in a series of calls came from the most influential embassies in BiH and the EU Delegation in April this year, warning authorities of the enormous economic consequences due to the absence of the Securities Commission.

The House of Representatives of the Federation Parliament gave consent on December 18 to the proposed commission members: Commission President Esad Dželilović, his deputy Matej Živković, and members Amir Ibrović, Adnan Zukić, and Romeo Zelenika.

However, since then, despite attempts to secure the consent of the House of Peoples for this commission composition, it has not happened.

The key problem is the objection of delegates from the Serbian people, who threatened to "invoke the protection of vital national interest" because none of the members were from the Serbian people.

After the rejection in the House of Peoples, the President of the Federation of BiH, Marinko Čavara, published a new public call on April 1, 2021, for the selection and appointment of members of the Securities Commission.

As can be seen from the proposed names, Amir Ibrović, who is close to the DF, is no longer among the members; instead, Predrag Mlađen has replaced him.
