Any sanctions: Čavara under the pretext of savings unjustifiably spent 96,292 KM for space in Villa Braun!

Chairman of the Presidency of Bosnia and Herzegovina Mladen Ivanić is persistent in his intention to remove the President of the Federation of Bosnia and Herzegovina Marinko Čavara and Vice Presidents of the Federation of Bosnia and Herzegovina Melika Mahmutbegović and Milan Dunović from the building of the Presidency of Bosnia and Herzegovina, because he believes that their stay in this building is an abuse of the institution and that the Presidency building cannot be secured, writes Patria.

The offices of the President and two Vice Presidents of the Federation of Bosnia and Herzegovina were initially allowed to stay in the building of the Presidency of Bosnia and Herzegovina until a permanent solution was found, and no later than the end of 2015, according to the Decision of the Presidency of Bosnia and Herzegovina, and later this deadline was extended.

The President of the Federation of Bosnia and Herzegovina Marinko Čavara intended, and carried out, the adaptation of Villa Braun and sent a letter to the Prime Minister of the Government of the Federation of Bosnia and Herzegovina Fadil Novalić and the Government of the Federation of Bosnia and Herzegovina to ensure the relocation of the Office of the President and two Vice Presidents of the Federation of Bosnia and Herzegovina to premises owned by the Government of the Federation of Bosnia and Herzegovina or to premises that could be used without paying rent, no later than the end of 2015.

Incidentally, Čavara initially requested that only the President's office be relocated to Villa Braun. We remind you that Čavara decided to move the Office of the President of the Federation of Bosnia and Herzegovina to the former building of the US Embassy, and in doing so, he very inappropriately demonstrated that the Vice Presidents do not interest him.

It is known that the former Government of the Federation of Bosnia and Herzegovina agreed to house the President and Vice Presidents of the Federation of Bosnia and Herzegovina in the building of the Privredna banka Sarajevo (PBS), but this proposal was rejected because Čavara wants Villa Braun.

He blackmailed the Government of the Federation of Bosnia and Herzegovina by delaying the signing of decrees - primarily the budget rebalance for 2015 - in order to obtain from the Government of the Federation of Bosnia and Herzegovina the relocation of only the cabinet of the President of the Federation of Bosnia and Herzegovina to the residential building Villa Braun. And in the end, he got it. The Government of the Federation of Bosnia and Herzegovina allowed funds from current reserves for the renovation of part of Villa Braun, where Čavara wanted to move himself.

Čavara justifies the rejection of the solution for accommodation in the PBS building with alleged rental costs and savings, while simultaneously insisting on moving to the Villa Braun building, whose renovation and adaptation will ultimately cost several million KM.

Villa Braun is a building registered as a monument of cultural and historical heritage and as such has the same status as declared monuments of cultural and historical heritage!

- This is an attempt at self-proclamation in the socio-political discourse as the boss of all bosses, even though, according to the Constitution of the Federation of Bosnia and Herzegovina, he is one of the heads of the executive authority of the Federation of Bosnia and Herzegovina. The Presidency of the Federation of Bosnia and Herzegovina (the President and two Vice Presidents of the Federation of Bosnia and Herzegovina) in its most crucial constitutional competencies and powers functions as a "collective body" - the appointment of the Government, ministers, judges of the Constitutional Court of the Federation of Bosnia and Herzegovina, the Securities Commission, members of FERK... is constitutionally and legally carried out on the principle: the President appoints-confirms with the exclusive written consent of the Vice Presidents - points out our interlocutor from the Presidency of the Federation of Bosnia and Herzegovina.

Therefore, the President of the Federation of Bosnia and Herzegovina does not appoint the Government, ministers, or members of the mentioned bodies, but rather the "Presidency of the Federation of Bosnia and Herzegovina" does, and this is a classic attempt to deceive the public and present himself in the light and context of a "Federal Dodik".

Incidentally, the Audit Office of the Institutions of the Federation of Bosnia and Herzegovina confirmed in its audit report that the adaptation of "Villa Braun" for the needs of the President of the Federation of Bosnia and Herzegovina Marinko Čavara is unjustified.

In the report, the auditors state that 96,292 KM (79,708 KM for the adaptation of the building and 16,585 KM for the purchase of furniture) was spent on the adaptation and furnishing of the "Villa Braun" building.

The auditors state that the procurement procedure was conducted retroactively, which is not in accordance with the Law on Public Procurement.

The issue of the use of Villa Braun in Sarajevo, which was once rented out based on a contract signed with the state of Bosnia and Herzegovina by the US Embassy in our country, is under the exclusive jurisdiction of the Parliamentary Assembly of Bosnia and Herzegovina.

The Government of the Federation of Bosnia and Herzegovina cannot give anyone, not even the President of the Federation of Bosnia and Herzegovina, something that is not its own. The titular owner of the property, i.e., Villa Braun, is the state of Bosnia and Herzegovina, says Muharem Cero, an expert on state property issues, for Patria.

Cero reminds that the contract with the US Embassy for the use of Villa Braun was signed by the then Prime Minister of the Government of the Republic of Bosnia and Herzegovina Hasan Muratović, and that based on the ruling of the Constitutional Court of Bosnia and Herzegovina, the state of Bosnia and Herzegovina was declared the titular owner of this property.

Under the false pretext that this is an attempt to save budget funds, the Government of the Federation of Bosnia and Herzegovina approved 100,000 KM from the budget reserve for Čavara for the renovation and furnishing of Villa Braun.
