Despite a hundred complaints and a conclusion by the KS Assembly, new hirings in ViK continue

SARAJEVO, (Patria) – A group of employees of KJKP "Vodovod i kanalizacija" sent a letter to ViK employees, the presidents and members of the Supervisory and Management Boards, the Assembly, the Commission for hiring employees, representatives, ministers, the Labour Inspectorate, the Office for the Fight against Corruption, and the media, warning that despite the conclusion of the KS Assembly of February 25, 2020, hirings in this company are still ongoing.

The employees state that the last competition was published on December 28, 2019, and that people trained for the NRW project were supposed to be hired through it (at the end of 2017, with the consent of the Sarajevo Canton Government, more than 90 people were engaged in operational tasks for leak detection and reduction of non-revenue water).

"Employees trained on the NRW project should have had their contracts extended based on the competition published on December 28, 2019, in accordance with the Decree on the procedure for hiring, given that the positions were exactly those for which the aforementioned employees were hired two years ago and trained for them during these two years," the letter states.

The employees state that about a hundred complaints were received from candidates regarding the examination method during the competition procedure, addressed to the Legal Service of Vodovod, and candidates are still awaiting answers, which means the competition procedure has not been completed.

"Dozens of calls, as well as written requests and complaints, have been sent to the Labour Inspectorate and the Office for the Fight against Corruption," it is stated.

The conclusion of the KS Assembly from the session held on February 25 stipulates that any hiring, ongoing competitions, and internal transfers are to be halted.

"The JU Institute for the Health Protection of UNSA Students received a letter from the KS Government on February 27, 2019, stating the Conclusion from the Assembly session, and the Institute made a Decision to annul the Public Advertisement that was in progress. The Sarajevo Canton Health Insurance Fund received a letter from the KS Government on February 28, 2020, stating the Conclusion from the Assembly session, and the HIOKS made a Decision to annul the Public Advertisement that was in progress," the employees state.

The employees claim that internal transfers are being carried out in ViK despite the conclusion of the KS Assembly.

"The public is denied any information from Vodovod about whether a Decision to annul the public advertisement from December 28, 2019, has been made. This raises the question of whether Vodovod received a letter from the responsible minister Mandić, informing those responsible about the aforementioned Assembly Conclusion. The hiring of employees who passed the exams in the mentioned competition started yesterday (March 4), and continues today, despite the ban and despite the fact that the competition procedure has not been completed. The relevant Vodovod services are calling the aforementioned employees to report to their workplaces as soon as possible," the employees claim.
