Even after warnings: KS Government continues the practice of appointing the same acting directors multiple times

(Patria) - Although the KS Government was warned at last week's session about appointing acting directors of cantonal institutions, and about appointing the same individuals multiple times, which is contrary to the Law on Ministerial, Governmental and Other Appointments of FBiH, the KS Government led by Prime Minister Nihad Uk continues its own way. Thus, the Government can appoint acting directors multiple times, but it cannot appoint the same person, which has become their practice.

Thus, Adis Mešić was appointed acting director of the Cantonal Inspectorate Administration four times for three months each. Mešić was appointed acting director of the CI A three times in a row, and was first appointed in 2021.

Mešić was appointed on 12/09/2022 for a period of three months, and in March 2023, the Government again issued a decision re-appointing Mešić as acting director of the CI A for three months, and then again in June. During this entire period, no public competition was announced for the director of the CI A. According to Patria's information, NIP and SDP cannot agree on who gets the director position.

"The KS Prosecutor's Office received an anonymous report on 06/12/2023 via email. Actions are being taken to verify the allegations in the report," the KS Prosecutor's Office responded to Patria's inquiry about the appointment of Adis Mešić.

According to Patria's information, last week's KS Government session was turbulent with raised voices due to illegal appointments.

However, regardless of the warnings, the KS Government continues with the same practice. Thus, in January of this year, Haris Fazlagić was appointed acting president of the KS Tourist Board, and since then until today, he has been appointed twice more for periods of three months each.

Regardless of the fact that previous KS Governments have carried out the same practice, the current government, which claims to be a fighter against corruption and nepotism, is proving to be the opposite, as party members are appointed to director positions without public competitions.

It is evident that it will take a long time for the KS Government to operate legally and to adopt good practices and conduct competition procedures on time, instead of appointing acting officials for extended periods.

Article 4 of the Law on Ministerial, Governmental and Other Appointments of FBiH specifies:

"Nominations/appointments for a shorter period are nominations or appointments for a maximum of three months which cannot be repeated".
