The media reported that the Prosecutor's Office of Bosnia and Herzegovina has launched checks against the former director of the Agency for Investigation and Protection of BiH (SIPA), convicted Goran Zubac, and 17 of his colleagues on suspicion of committing several criminal offenses, such as bribery, rigging competitions, and illegal promotions, writes the Patria news agency.
There is no official confirmation from the Prosecutor's Office of BiH whether the investigation has been launched, and Patria brings details from the report, submitted to the Prosecutor's Office, addressed to the new director Perica Stanić.
Investigators should look into the issue of the misuse of the Renault Megan car. Besides the fact that the disputed vehicle was returned to the DGS, how many times did that vehicle and other vehicles from Zubac's escort cross the State Border and for what "operational" needs?
Could it be that this involves performing tasks with his long-time friend Toma Kovač, in whose apartment at the "Beograd" hotel in East Sarajevo Goran Zubac stayed at state expense? – the report states.
Given that the report also includes the name of SIPA Deputy Director Đuro Knežević, employees wonder why he did nothing about the reports that came to him when he served as acting director of SIPA. What did he do regarding the same, and there are many, about abuses of official position by Jovica Mirosavljević?
Illegal transfers of unsuitable persons, assignment of police officers to employee duties, unlawful use of means of coercion and illegal deprivations of liberty, providing false information to the operational center of the Ministry of Security during floods, distribution of SIPA uniforms donated by ICITAP to various unauthorized persons.
Part of that equipment ended up with hunters and fishermen from Trebinje and Bileća. At those locations, Zubac had an open account at the "Mosko" motel and at a hotel in Trebinje (same owner Aćimović) as well as at a tavern between Trebinje and Bileća owned by a certain Risto. In September, in Bileća, Zubac's daughter went diving twice for five days at SIPA's expense, instead of "unsuitable" special forces who were supposed to conduct specialist training there.
Will they investigate the distribution of sports equipment to Zubac's and Jovica's friends at a time when Jovica told police officers who were supposed to take charge of that equipment "that they are not worthy of wearing such expensive and quality equipment"?
How did he allow Jovica to leave SIPA without settling the financial obligations and claims that arose from the misuse of official motor vehicles? Why did he not initiate any proceedings for the abuses committed by Mario Kapetanović and Dženana Omerhodžić, related to the illegal use of official vehicles, operational costs, and daily allowances? Have the media allegations been investigated that link this romantic couple to individuals from the criminal milieu – the report further states.
Also, the report addresses the fact that no one investigated and sanctioned the abuses and "loss" of equipment used during the implementation of special investigative actions.
- Let Knežević explain the connection between Goran Zubac, himself, and Anđelko Hrgić with Tončo Bavrko, against whom the Prosecutor's Office is conducting an investigation related to commodity reserves, and SIPA, i.e., the named individuals, are obstructing it. Why was Zubac not served a suspension order? Why was he allowed access to classified data? Why were the court rulings in the Rašid Palić case not respected? – these are just some of the issues that could be addressed in the Prosecutor's Office of BiH, and which the entire SIPA is buzzing about, our source states.
Incidentally, besides Zubac, the following were reported for criminal offenses: SIPA Deputy Director and Assistant Director Đuro Knežević and Jasmin Gogić, Head of the Financial Intelligence Department and President of the Commission for Promotion of Police Officers Duško Drljača, Head of the War Crimes Investigation Center Ivica Divković, and Head of the Investigation Department in the War Crimes Investigation Sector and member of the Commission for Promotion of Police Officers Mario Kapetanović.
The list also includes the Head of the Operations and Communications Center in the SIPA Operational Support Sector and member of the Commission for Promotion of Police Officers Halida Pašalić, leading investigator of the Organized Crime Prevention and Detection Section Slađenko Čerkez, Assistant Commander for Operations, Security and Support of the Special Operations Unit Jovica Milosavljević, Assistant Commander for Training of the Special Operations Unit Dalibor Milošević, Head of the Investigations Section of the Financial Intelligence Department Dragan Andrić, and Head of the Criminal Investigation Section in the SIPA Regional Office in Banja Luka Ljubiša Pandurević.
Also reported were the Head of the Criminal Investigation Section of the Tuzla Regional Office Jusuf Avdispahić, Head of the Internal Investigations Section Aleksandar Tegeltija, leading investigator of the Criminal Investigation Section of the Mostar Regional Office Ervin Pavlović, leading investigator in the Investigations Section of the War Crimes Investigation Sector Vesna Stevanović, Head of the War Crimes Investigation Section in the Tuzla Regional Office and investigator in the Investigations Section of the War Crimes Investigation Sector Dženana Omerhodžić.
