Coordination mechanism must be urgently abolished, European integration process left to the state, entities consulted only when necessary

(Patria) - Our main agenda must be equal rights for all citizens and ensuring proportional representation in public services, believes legal expert and member of the Presidency of NES BiH Enver Išerić.

"Bosnia and Herzegovina has not adopted a reform agenda. And it is understandable why. For years, every reform step that needs to be taken in all areas has been blocked. And primarily by the entity of RS.

That entity does not agree with anything that would strengthen the state, not even the constitutional names of state institutions and the government of Bosnia and Herzegovina. I have personally witnessed this.

And the entities and cantons are enabled to block by establishing an unconstitutional coordination system. With this completely bizarre system of coordinating the European integration process, 36 working groups have been established, comprising a total of over 1,700 members. This does not exist anywhere in the world.

The European integration process must be led by the institutions of the state of Bosnia and Herzegovina, and not by entities, and certainly not by cantons. And the politicians who established and adopted this system boasted about it as if they had discovered some new celestial body.

And it was a disastrous decision for our country. We are witnessing this today. And when Bosniaks insist on the Constitution and laws of this state, then these remarks are not adopted by the destroyers of the state, and Bosniaks are accused of blockades.

They do not agree with the formulation that the Constitutional Court will be reformed in accordance with the Constitution. This means they insist on unconstitutional actions to which Bosniaks should also agree.

Therefore, it is necessary to urgently abolish the coordination system, which is not in accordance with the Constitution and legal system of Bosnia and Herzegovina, and leave this job to the competent state institutions, and consult entity institutions only when necessary.

And finally, instead of outsmarting each other over certain formulations, it would be better to deal with substantive issues. And that is ensuring equal rights for all citizens throughout Bosnia and Herzegovina and ensuring proportional representation in all public institutions at all levels, in accordance with the 1991 census.

This should be your main agenda, so that citizens, especially returnees, feel safe. Because there are many areas where, for example, there are no Bosniaks in the police structures. And these are areas where Serbs and Croats are the majority population.

Even such situations occur in those areas when it comes to departments of state institutions located there. This is completely unacceptable and disastrous for the constitutional and legal functioning of these institutions.

Therefore, we call on the competent institutions to provide us, for a start, with data on the representation of constituent peoples in police structures by municipalities, in the border police and SIPA, with comparative data on what the structure should be according to the 1991 census, as the constitutions prescribe", stated Išerić.
