SDA Main Board calls on PIC and OHR to dismiss Republika Srpska leadership and stop attacks on constitutional order and threats to peace in BiH

(Patria) - The Main Board of the Party of Democratic Action (SDA) held its regular session in Sarajevo today.

The current political situation in our country was discussed, and upon conclusion of the session, the adopted conclusions were provided to the media, which you can read below.

1. The SDA Main Board demands that the Peace Implementation Council (PIC) and the High Representative finally make decisions on dismissing those responsible within the Republika Srpska (RS) government structure, using the powers supported at the Bonn Conference in December 1997 and UN Security Council Resolution 1174 from June 1998, and thus stop the attacks on the constitutional order of BiH and the armed rebellion that threatens peace and stability;

We also call for a final decision by which the Brčko District Arbitration Tribunal would assign the Federation of BiH, for increased sanctions against the Dodik regime, and increased EUFOR presence to protect returnees and assist domestic structures in implementing the Constitution and laws and maintaining peace;

2. We demand that the BiH Prosecutor's Office and relevant security agencies stop backing down in the face of the Dodik regime and attacks on the constitutional order of Bosnia and Herzegovina. The BiH judiciary is obliged to open all cases against Dodik that have been gathering dust for years, including those related to corruption and the collapse of banks in the RS entity;

3. The Main Board demands an urgent investigation into the omissions of those responsible in the BiH Border Police, who, despite an arrest warrant, allow Milorad Dodik and Nenad Stevandić to move freely and cross the BiH border. Those responsible for these omissions must be criminally prosecuted;

4. The SDA Main Board assesses that the parties of the Trojka (SDP, NiP, and NS) are also responsible for the greatest post-war security and political crisis. With their subservient attitude and relinquishing of a number of important positions, especially those in the security sector, the Trojka has strengthened Dodik's position and has no strategy or plan to resolve the newly created crisis.

Instead of the promised dismissals of SNSD officials from power, they offer the public populist statements, while simultaneously financially strengthening the RS regime. They enabled the decision on 100 million KM for the building of Dodik's godson, plan to distribute money from the Central Bank of BiH illegally to the entities, and pay the debts of the RS entity with money from the state level.

Their incompetence and immaturity increasingly endanger the interests of the state of BiH.

5. The SDA Main Board gives full support to the Bosniak Caucus and delegates from other caucuses in the House of Peoples of the BiH Parliamentary Assembly who are not allowing flagrant violations and abuses of the Rules of Procedure by the Speaker Nikola Špirić and his deputy Dragan Čović.

Full responsibility for the blockade of the House of Peoples lies with the SNSD and HDZ delegates, who, by rudely violating the Rules of Procedure, want to prevent the dismissal of Špirić and ministers from the SNSD. Given such circumstances, we call on the High Representative to dismiss Nikola Špirić;

6. The SDA Main Board states that the proposal for the Election Law, submitted to the House of Peoples by the HDZ, is unacceptable because it is unconstitutional and increases ethnic discrimination. Attempts by the HDZ to bring the Central Election Commission under political control by changing the method of electing its members are also completely unacceptable.

A comprehensive reform of the election legislation must address the implementation of the judgments of the European Court of Human Rights, the integrity and transparency of elections, and limit the role of the Houses of Peoples to the protection of vital national interest.

7. The SDA Main Board strongly condemns the new concessions made by the Trojka to the HDZ, by electing a judge of the Constitutional Court of the Federation of BiH who is an HDZ member, and by carrying out illegal procedures in the election of the Management Board of Federal Television, thereby bypassing the Bosniak Caucus in the House of Peoples of the Parliament of the Federation of BiH.

With the election of a person to the FTV Management Board who glorifies the so-called "Herceg Bosna", relativizes judgments on the Joint Criminal Enterprise, and insults Bosniaks, the Trojka's intention to hand over the Federal Police Administration to the HDZ is clear. Thus, they once again prove that they are the "contractors" for the interests of the HDZ leadership, and that their real boss is Dragan Čović;

8. The SDA Main Board warns the representatives of the Trojka to stop the enormous borrowing of the Federation of BiH, as well as the Sarajevo Canton. The imposed FBiH Government has turned a surplus left by Fadil Novalić into a deficit of over 600 million in a short period, and has borrowed an additional billion KM for the Federation.

The incompetent Trojka Government has indebted the Sarajevo Canton by 640 million while achieving a deficit of 170 million KM. Citizens should not pay for the incompetence, inability, and extravagance of the Trojka's officials, whom they persistently indebt, endangering the financial stability of the Federation of BiH and the Sarajevo Canton.

We acknowledge the governments of cantons led by SDA prime ministers, which, despite having budgets half the size per capita of that in Sarajevo Canton, manage to maintain financial stability and implement projects significant for citizens;

9. The SDA Main Board requests all competent state institutions to prevent the collection of the RS Government's debt to the Slovenian company "Viaduct" using the funds of the state of Bosnia and Herzegovina.

The consent of ministers from the Trojka parties for the proposal providing for the collection of debt using funds from the Central Bank of BiH to be on the agenda of the BiH Council of Ministers session, and thus enable such a decision, is a continuation of the subservient attitude towards coalition partners, to the detriment of the state of Bosnia and Herzegovina.

We call on the BiH Prosecutor's Office to investigate and prosecute those responsible for the damage caused by the manipulations of the fictitious company "Viaduct" and those responsible in the RS entity government structures who enabled this manipulation.
