General Secretariat of the BiH Council of Ministers: Training on Regulatory Impact Assessment Organized

SARAJEVO, (Patria) - The General Secretariat of the Council of Ministers of BiH, with the support of the German Agency for International Cooperation (GIZ), organized a two-day training in Sarajevo for state civil servants of BiH institutions working on regulatory impact assessment, as one of the priorities of the Public Administration Reform Strategy in BiH.

Regulatory impact assessment, as a novelty in BiH's legal framework, has been proactively implemented for regulations proposed in the normative-legal activities plan of BiH institutions and the Council of Ministers of BiH.

The General Secretariat is the central coordinating body for this process, in accordance with the Unified Rules for the Drafting of Legal Regulations in BiH Institutions.

In relation to its assigned responsibilities, the General Secretariat engaged its civil servants in conducting the training on September 17 and 18, 2019, with the support of GIZ, which implements the Program for Strengthening Public Institutions in BiH, as well as the Civil Service Agency of BiH and the Office of the Coordinator for Public Administration Reform.

Furthermore, in the previous period, the General Secretariat organized training sessions and meetings, and undertook a series of other activities and measures to improve cooperation with BiH institutions with the aim of implementing the Unified Rules for the Drafting of Legal Regulations and the Rules for Consultations during the Drafting of Normative-Legal Acts submitted to the Council of Ministers of BiH for adoption.

The European Commission, in its Opinion on BiH's application for EU membership, pointed out the need for a comprehensive assessment of the impact of proposed regulations and the improvement of legislative procedures and the adoption of regulations in this segment. The goal of the Program for Strengthening Public Institutions in BiH is to enable selected public institutions to apply public administration principles for transparent, accountable, effective, and efficient provision of public services.

The program contributes to the reform of public administration in Bosnia and Herzegovina, which is directed on the one hand by the demands of the EU integration process, and on the other hand contributes to the sustainable social and economic development of the country.

The program focuses on supporting the state level by strengthening the capacity of networking, organization, and personnel of selected public institutions that are crucial for the implementation of public administration reform.

This creates conditions for public institutions to implement public administration principles, improve the coordination of program measures, and offer their services in a more efficient, transparent manner that is more strongly focused on user needs.
