FUCZ pays demining fees to salaries and office employees!

The Federal Civil Protection Administration received a qualified opinion from the FBiH Audit Office, writes the Patria News Agency. In its operations for the previous year, auditors could not confirm that the planning, implementation, bookkeeping, and financial reporting of funds for the "Transfer for Deminers (TUN) Teams", in the amount of 6,691,176 KM, were carried out in accordance with the Budget Law in FBiH.

- The funds were realized through a special transaction account that is not in the Treasury's single account system, separate bookkeeping records are kept for it, and separate financial reports are prepared, which is not in accordance with the aforementioned regulations. The aforementioned also affects the true and fair view of the reported expenses in the Annual Financial Reports of the Federal Civil Protection Administration – the auditors stated.

It was also established that the calculation of salaries for employees in the Sector for Demining and Destruction of ERW, in 2013, was carried out outside of legal procedures.

- Salary increases were made, based on a special supplement for special working conditions (30 to 50 percent of the basic salary), to employees who are not directly involved in the operational tasks of deminers, as well as to employees in the deminer position when they are not directly performing the operational part of demining tasks in the field – the auditors established.

Otherwise, it was established that this recommendation was not accepted, because the same problem was stated in the audit report for 2012. Otherwise, as of December 31, 2013, there were 211 employees in the FUCZ, of which 173 employees were from the Demining Program. Auditors also drew attention to a loan that the FUCZ gave to the FBiH Government from its account, and the money was intended for saving people during a natural disaster.
