Zoran Injac's company awarded contract by Roads of Srpska, where Injac is employed

Public enterprise Roads of Srpska awarded a contract worth around 80,000 KM to the company "WAY2GO", which at the time of selecting the most favorable bidder was owned by Zoran Injac, who is employed by Roads of Srpska, Transparency International announced, reports Patria News Agency.

The contract was awarded for the "Development of a study and project for the implementation of a system for automatic measurement of total mass and axle load of moving freight vehicles", and in this case, as in the case of Airports of Srpska, the consortium led by "WAY2GO" was the only bidder.

It is particularly interesting that Zoran Injac was listed as the contact person in Roads of Srpska in the tender documentation for this procurement, thus finding himself in a direct conflict of interest.

"WAY2GO" d.o.o. Banja Luka, as Transparency International in BiH has already pointed out, is a company that was recently founded, and so far, within a few days, it has been selected as the most favorable bidder by two public enterprises – Airports of Srpska, where Zoran Injac is the Chairman of the Supervisory Board, and Roads of Srpska, where the same person is employed.

The total value of these jobs is around 167,000 KM.

TI BiH notes that the Law on Public Enterprises of Srpska defines as a conflict of interest precisely situations where the interest of related parties in the company, which includes all employees, affects or can affect the interest of the company, and stipulates the obligation for related parties to provide insight into all transactions or relationships that could lead to a conflict of interest.

The law also explicitly prohibits giving preferential terms to employees or persons connected to them, as well as the obligation for everyone to inform the management and supervisory board if they become aware of a conflict of interest.

TI BiH has sent a request to Roads of Srpska to provide information on whether the supervisory board and management are aware of all circumstances related to this public procurement, and if not, what measures they will take, considering the evident conflict of interest in conducting the procurement.
