Federal Dodik: Čavara blackmailed the Government to move to Villa Braun, vice presidents don't interest him

Marinko Čavara, President of the Federation of BiH, following the example of his boss Dragan Čović, has been behaving arrogantly and blackmailing the Government of the Federation of BiH and the vice presidents of the FBiH, Melika Mahmutbegović (SDA) and Milan Dunović (DF), since he took office, writes the Patria news agency.

It is increasingly being heard that Čavara is trying to portray himself as the "Federal Dodik", and the latest case of Čavara's arrogant behavior is related to the relocation of the President of the FBiH to Villa Barun.

Namely, the President of the Federation of BiH, Marinko Čavara, decided to move the Office of the President of the FBiH to the former US Embassy building, and in doing so, he very inappropriately demonstrated that the vice presidents do not interest him.

It is known that the former Government of the FBiH agreed that the president and vice presidents of the FBiH would be accommodated in the Privredna banka Sarajevo (PBS) building, but this proposal was rejected because Čavara wants Villa Braun.

He blackmailed the Government of the FBiH by delaying the signing of decrees - primarily the rebalancing of the Budget for 2015 - in order to obtain the relocation of only the office of the President of the FBiH to the residential building Villa Braun from the Government of the Federation of BiH. And in the end, he got it. The Government of the FBiH approved funds from current reserves for the renovation of part of Villa Braun, where Čavara will be accommodated.

- This act causes a physical, and therefore substantial, division of the institution "Office of the President and Two Vice Presidents of the Federation of BiH", which have a unique ID number. Čavara's arbitrary decision and a priori rejection of the already realized accommodation solution for the president and two vice presidents – premises renovated and adapted to needs in the Privredna banka Sarajevo (PBS) building – has proven what he wants to achieve, our source states.

Čavara justifies his refusal to accept the accommodation solution in the PBS building with alleged rental costs and savings, while insisting on moving to the "Villa Braun" building, the renovation and adaptation of which will ultimately cost millions of KM.

Villa Braun is a building registered as a monument of cultural and historical heritage and as such has the same status as declared monuments of cultural and historical heritage!

- This is an attempt at self-proclamation in the socio-political discourse as the boss of all bosses, although, according to the Constitution of the Federation of BiH, he is one of the heads of the executive power of the Federation of BiH. The Presidency of the Federation of BiH (the president and two vice presidents of the Federation of BiH) functions as a "collective body" according to its key constitutional competencies and powers – the appointment of the Government, ministers, judges of the Constitutional Court of the FBiH, the Securities Commission, members of FERK... is constitutionally and legally carried out according to the principle: the president appoints – confirms with the exclusive written consent of the vice presidents – our interlocutor added.

Therefore, the President of the FBiH does not appoint the Government, ministers, or members of the aforementioned bodies, but rather the "Presidency of the Federation of BiH", and this is a classic attempt to deceive the public and present himself in the light and context of the "Federal Dodik".

Although Čavara knows that he cannot realize any of the most significant appointments without the written consent of the vice presidents from the Bosniak and Serb peoples, he is literally increasingly refusing any cooperation and joint appearance with the vice presidents.

- If only the President of the FBiH moves to the Villa Braun building, and considering the current socio-political trends and events in the context of the actions of the President of the FBiH, it is realistic to expect that the flag of the so-called HRHB will fly on the flagpoles in front of Villa Braun in the center of Sarajevo, and that barbecue receptions will soon begin to be organized in honor of the commemoration of the creation, work, and activities of the HRHB entity – our source adds.
