Federation went from a surplus of 200 million to a deficit of 534 million KM in one year

(Patria) - The Office for Audit of Institutions in the FBiH has published a report on the execution of the FBiH budget for 2023, stating that the FBiH went from a surplus of 200 million KM to a deficit of 534 million KM in one year, reports Istraga.ba.

In 2023, total revenues, receipts and financing were reported in the amount of 5,836,617,779 KM, while expenditures, outlays and debt repayments amounted to 6,372,994,896 KM, resulting in a negative financial result (deficit) of 536,377,117 KM.

Unlike 2023, in 2022 the FBiH had a positive financial result (surplus) in the amount of 203,755,311 KM.

In 2022, total revenues, receipts and financing were reported in the amount of 5,304,270,543 KM, while expenditures, outlays and debt repayments amounted to 5,100,515,233 KM.



The Office for Audit states that the approved amount of the current transfer for financing the Solidarity Fund from the FBiH Budget for 2023 was 33,500,000 KM, which represents only 20.2 percent of the planned contributions, and is not in accordance with Article 82 of the Health Insurance Law.

"This results in an unequal position regarding the exercise of rights of insured persons and the failure to provide treatment rights to patients to the prescribed extent," the report states.

The auditors note that amendments to the FBiH Budget increased the approved funds by 10,000,000 KM and reallocations were made, so that the operational budget for the Solidarity Fund allocated 51,650,000 KM, which is still below the requested amount of 84,800,117 KM.

Also, the report states that non-tax revenues recorded a decline compared to the planned funds by 213,728,958 KM, and compared to 2022 they are lower by 91,790,598 KM, or 23 percent.

"The significant deviation in the realization of non-tax revenues was generated by the deviation in the collection of revenues from end users for the repayment of due annuities for external debt repayment and the collection of revenues based on dividends.

Namely, the collection of revenues from end users is lower by 40.94 percent compared to the plan, while the collection of planned revenues based on dividends completely failed to materialize, and was planned in the amount of 30,000,000 KM.

Also, this is a consequence of lower payments based on fees, charges and revenues from the provision of public services, as well as efficient management of funds from dedicated sub-accounts within the JRT, which are reported within deferred revenues," the audit report adds.
