European Commission Approves Bosnia and Herzegovina's Reform Agenda, but Funds Will Be Provided Only Upon Fulfillment of Conditions

(Patria) - The European Commission has positively assessed Bosnia and Herzegovina's Reform Agenda, a key step towards receiving 976.6 million euros from the EU Instrument for Reform and Growth.

The Commission concluded that the Reform Agenda, submitted on September 30, 2025, meets the objectives of the Regulation on the Instrument for Growth. The Agenda defines priority reforms to accelerate the green and digital transition, strengthen private sector development, retain talent, and enhance fundamental rights and the rule of law. It is now up to Bosnia and Herzegovina to sign and ratify the Instrument Agreement and the Credit Agreement. The disbursement of funds to Bosnia and Herzegovina, including pre-financing, can only begin after the aforementioned agreements enter into force and all conditions are met.

The Growth Plan for the Western Balkans is a roadmap for bringing the economies of the Western Balkans closer to the European Union. The Growth Plan includes 6 billion euros for investments in the region, based on the principle of investments and reforms. It also ensures preparation for accession to the single market, which will allow citizens of the Western Balkans to realize certain early benefits of European integration. The disbursement of funds will be conditional on the successful implementation of the Reform Agenda, which includes reforms in fundamental areas, as well as socio-economic reforms, through cooperation with the European Commission.

With this approval, all six Western Balkan partners now have adopted Reform Agendas and can realize the benefits from the Instrument framework as they progress on their European path.
