Emrić: Konaković, Forto and Helez Accomplices of Dačić in Implementing the Agreements and Activities of the All-Serb Assembly

(Patria) - Jasmin Emrić, a NES representative in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, posed an oral question at the session on June 20 regarding the helicopter of the Ministry of Interior of the Republic of Serbia that entered the airspace of Bosnia and Herzegovina on June 18 and landed in Trebinje, and the response was provided by the Minister of Defense of Bosnia and Herzegovina, Zukan Helez.

In his response, Minister Helez states that on June 12, 2024, the Ministry of Foreign Affairs of Bosnia and Herzegovina submitted a request to the Ministry of Communications and Transport of Bosnia and Herzegovina, which was also forwarded to the Ministry of Defense of Bosnia and Herzegovina, for the issuance of a special permit for overflight/landing over and on the territory of Bosnia and Herzegovina for foreign state aircraft of the Republic of Serbia, helicopters of the Ministry of Interior of the Republic of Serbia type H-145 and AB-212, for June 18, 2024, according to data from the note of the Embassy of the Republic of Serbia in Bosnia and Herzegovina, document number: 070-1141- ksi 14/2024 of June 12, 2024.

After reviewing the said request from the standpoint of protecting the integrity of the airspace, by its document number: 06-03-14-14-264/24 of June 14, 2024, the Ministry of Defense submitted to the Ministry of Communications and Transport, and to the Ministry of Foreign Affairs for information, prior consent that state aircraft of the Republic of Serbia may freely enter the airspace of Bosnia and Herzegovina, conduct overflight and landing on June 18, 2024.

Based on the Prior Consent of the Ministry of Defense, the Ministry of Communications and Transport issued a Special Permit for overflight/landing over and on the territory of Bosnia and Herzegovina for foreign aircraft/helicopters of the Ministry of Interior of the Republic of Serbia, type H-145 and AB-212, for June 18, 2024.

Based on the Special Permit of the Ministry of Communications and Transport, the Ministry of Foreign Affairs issued a Diplomatic Permit and sent a letter to the Embassy of the Republic of Serbia in Bosnia and Herzegovina.

"This response officially confirms that Minister of Defense Zukan Helez gave Prior Consent, Minister of Communications and Transport Edin Forto issued a Special Permit, and Minister of Foreign Affairs Elmedin Konaković issued a Diplomatic Permit for the helicopter of the Ministry of Interior of the Republic of Serbia to freely enter the airspace of Bosnia and Herzegovina, conduct overflight and landing in Trebinje on June 18, 2024.

In this way, Ministers Konaković, Helez, and Forto enabled the implementation of agreed activities at the All-Serb Assembly in Belgrade, as explained in Trebinje on June 18 by the Minister of Interior of the Republic of Serbia, Ivica Dačić.


I believe that the aforementioned Ministers Konaković, Forto, and Helez have abused their positions because, in this specific case, without an interstate agreement or other act of cooperation between Bosnia and Herzegovina and the Republic of Serbia, they allowed the Minister of Interior of the Republic of Serbia, Ivica Dačić, based on invalid and non-binding agreements from the All-Serb Assembly, to determine activities and direct operations of helicopters of the Ministry of Interior of the Republic of Serbia on the territory of Bosnia and Herzegovina in Trebinje.

Since Ministers Konaković, Helez, and Forto, through their consent and approval, have become accomplices in implementing specific activities agreed upon at the All-Serb Assembly in Belgrade, and have damaged and diminished the sovereignty of our state, I call on them to submit irrevocable resignations," Emrić stated.
