
(Patria) - The verdict is unfortunately partial and of questionable effect if Dodik remains SNSD president. However, even such a verdict was reached despite them, and certainly not thanks to them, stated the president of the Party of BiH Semir Efendić this evening.
As he said, following the final verdict of the Court of BiH, which sentences Dodik to one year in prison and bans him from political activity, and the Decision of the Central Election Commission on revoking the mandate of the President of Republika Srpska, another test follows for the institutions of Bosnia and Herzegovina to implement this verdict.
"During the first-instance verdict, we witnessed Dodik's attack on the constitutional order, unconstitutional laws passed by the National Assembly of Republika Srpska, as well as the helplessness of security institutions to bring Dodik before the Court of BiH after a warrant was issued.
It was evident that SIPA, the Border Police, the Coordination of Police Bodies, and the Judicial Police could not do their job - Efendić points out.
At the end of this months-long saga, he adds, Dodik secretly appeared before the Court, where his attempt at a coup d'état and armed rebellion was apparently forgiven, and the pre-trial detention ordered for him for a month was lifted.
"However, the court proceedings for non-compliance with the decisions of the High Representative in the second-instance procedure confirmed the verdict, which includes a ban on political work.
The public remains with the dilemma of whether this also applies to the position of party president, and it must be noted that if this position is not included, Dodik will continue his political activity at full capacity - Efendić states.
Whether Dodik will actually step down from the position of President of Republika Srpska, whether early elections will be held in Republika Srpska, or if we will have a new crisis, remains to be seen, says Efendić, adding that state institutions are once again being tested.
"What is quite certain is that SNSD will remain the undisputed ruler of processes in Republika Srpska through the Government and the Assembly until the end of this term, and that this party will remain in power at the state level together with partners from the Trojka and HDZ, with whom they formed the Council of Ministers.
Therefore, it is quite absurd to watch representatives of the Trojka, especially the president of NIP, Konaković, who has been gloating over the Court's decision in recent days, while when he was supposed to decide on Dodik's participation in power, he did everything to make Dodik part of the government and get everything he wanted, and the damage there is immeasurable - these are Efendić's words.
He also states that we know very well what kind of statements Konaković makes about BiH's judiciary, what he accuses the BiH Prosecutor's Office of, and now he is trying to attribute the results of their work to himself.
"The same applies to the Election Commission, which he tried to dismiss, publicly threatened members of the CIK with dismissal, and now he is boasting about the CIK's decisions.
Where he contributed as a minister in the Council of Ministers are SIPA, the Border Police, the Coordination of Police Bodies, and the Judicial Police. All these agencies showed helplessness in front of Dodik.
The damage done in this mandate over three years is immeasurable and difficult to repair, and I will mention only a few examples:
- Ceding the finance sector to SNSD, all accompanied by the purchase of a building from Dodik's godfather for 100 million convertible marks;
- Overturning the verdict in the Kovačević case;
- Complete disruption of the national balance to the detriment of Bosniaks and ceding the Agency for State Administration of BiH to HDZ;
- Missing the opportunity and deadline of 3 months to agree on duty-free trade with the USA;
- Energy collapse of the Federation of BiH and the beginning of dependence on electricity imports;
- Huge inflation caused and stimulated by the rise in energy prices and other unprepared decisions of the FBiH Government in the economic field;
- Stagnation in road construction and ceding this area to HDZ, etc.
For all the above reasons, the last person who should convince us how he defeated Dodik is the one who consciously gave him all the state mechanisms at his disposal.
Instead of appearing on television and recounting the decisions of institutions that he failed to dismantle, which he certainly would have done if given the chance, as seen in the examples of the Constitutional Court of BiH and Federal Television, Konaković should be concerned with ensuring the full implementation of the verdict against Dodik.
The institutions that stood in Dodik's way did so despite Konaković, not thanks to him. Therefore, it is better for him, as the president of one of the parties in power at the BiH level and a minister in the Council of Ministers, to ensure that the decisions of the CIK and the Court of BiH are implemented, i.e., that other state institutions under the jurisdiction of the Council of Ministers do their job, instead of waiting for the goodwill of Milorad Dodik and the institutions of Republika Srpska, as was the case with the issuance of the warrant.
In the end, for those who believe in the fairy tales told by the ruling Trojka and their partners, the only dilemma remains who is actually more deserving of Milorad Dodik's conviction - Ramo Isak or Elmedin Konaković?
The fact that Dodik, by all accounts, remains politically active as the president of SNSD, which has been given more state institutions and processes to manage than ever before, is apparently less important to them", concludes Efendić.
