Džaferović on state property: Reactivate the State Commission, the international community must help with those who obstruct it

(Patria) - Head of the Bosniak Club in the House of Peoples of the BiH Parliament Šefik Džaferović stated that there is a constitutional and legal framework for resolving the issue of state property, but that there are obstructions.

"According to the BiH Constitution, state property is the property of the state. The BiH Parliament is the only body and the only legislative authority that can pass a law concerning the management and disposal of state property. Many development projects are blocked due to the management of state property. We have a mechanism for this, and it is called the State Commission for State Property, which has the ability to make exceptions for individual plots of state property. The RS does not respect this decision, and everything possible should be done to reactivate this commission and make exceptions for these projects," Džaferović said.

He stated that they do not know what the international community is preparing, but that SDA reacted to certain information that the Quint is preparing some solution.

"We reacted to the information that the Quint is preparing some solution. We are a serious political party and we want to state our positions right from the start. The SDP also did this, and some other political parties did too, and that's good. We do not advocate for the solution that Dodik advocates. We do not advocate for solutions that are contrary to the Constitution and the decisions of the BiH Constitutional Court. It is clearly known what state property is. At this moment, this issue is difficult to resolve through the Council of Ministers and the BiH Parliament," Džaferović said in Istraživanje sedmice on Hayat TV.

Džaferović believes that the best solution is to reactivate the State Commission, but that it will not be possible without the support of the international factor.

"That commission still has the authority today to act on requests and make decisions. The international community must help us activate this commission at the state level.
If the Southern Interconnection route goes through plots of state property, then the State Commission should process these plots. The issue here is not whether we have a solution or not. But when there is a blockage, you must use mechanisms to ensure that those who obstruct it comply. I am referring to the judicial institutions. We will fight to have the Southern Interconnection, as it is a strategic interest of BiH, but that the Constitution and laws are respected during the realization of this investment. The issue here is obstruction and non-compliance with decisions," Džaferović said.

Speaking about the amendments to the Law on the Southern Interconnection, he stated that SDA's position is to respect the Constitution and laws.

"We want to be constructive when it comes to the interests of the state and to enable investment, but for the law to be respected," Džaferović said.

Speaking about a potential candidacy for the BiH Presidency, Džaferović stated that he is not interested nor is he in the condition he was in 2018, due to health issues.

"I believe that the party president, Bakir Izetbegović, should be the candidate and that he is the most prepared of all candidates in SDA to win," he said, adding that SDA has a chance this time to defeat Denis Bećirović.
