Two prosecutor's offices are checking Boris Trapara's work experience, besides the confirmation from Marvel, the one from Burch University is also disputed

The District Public Prosecutor's Office in East Sarajevo has formed a case regarding Boris Trapara, director of the Cantonal Institute for the Protection of Cultural, Historical and Natural Heritage of Sarajevo", specifically the confirmation of work experience from the company Marvel, which Trapara submitted when applying for the director position.

This prosecutor's office confirmed to Patria that in May 2023, they received a complaint regarding this case from the Agency for Prevention of Corruption and Coordination of Fight against Corruption.

„The prosecutor handling the mentioned case is carrying out all measures and actions to establish all circumstances stated in the submitted material. After carrying out all measures and actions, and after establishing all facts and circumstances relevant to this procedure, the prosecutor handling the case will make further decisions in this case“, they responded from the District Public Prosecutor's Office.

Namely, as Patria previously reported, Trapara submitted a confirmation/certificate from the company Marvel from East Sarajevo for almost three years of work experience to the competition. To become the director of the Institute, he needed five years of work experience. He submitted as many as six confirmations to "gather" those five years. However, this confirmation overlaps with the period Trapara spent outside of Bosnia and Herzegovina, specifically in France where he studied.

The RS Labour Inspectorate determined that this person was not engaged in this company on any basis, which is also evident from the PIO RS listings, as this company never paid taxes or other obligations for him.

Trapara studied in France for three years, and for the same period proves work experience based on which he was appointed director

The KS Government, led by Prime Minister Edin Forto, on August 5, 2021, gave consent to the acting Management Board of the Public Institution "Cantonal Institute for the Protection of Cultural, Historical and Natural Heritage of Sarajevo" for the appointment of Boris Trapara as director.

An inspection of the inspection report conducted at the company Marvel on May 22, 2023, clearly established that the person Boris Trapara is not registered in the records of employed workers.

„The employer did not provide evidence that Boris Trapara was engaged in „Marvel“ d.o.o. East New Sarajevo under any form of employment contract. Based on the foregoing, it is clear that this body was not presented with evidence by the employer that the said person was previously engaged by the employer, nor that he is currently employed by the employer in question, and therefore no documentation regarding his employment status with the said employer was presented“, states the letter from the Republican Administration for Inspection Affairs Banja Luka.

Documentation from the Pension and Disability Insurance Fund of RS, East Sarajevo Branch, from July 20, 2022, shows that Boris Trapara is registered as an insured person in the period from July 15, 2013, to February 1, 2014, and as a self-employed person for self-employment activities - contract for work from March 15, 2019, to April 15, 2019, and from March 1, 2020, to March 9, 2020. The confirmation he submitted from Marvel covers the period from January 1, 2017, to November 30, 2019.

If he was engaged in Marvel under a contract for work, the corresponding taxes and contributions to the PIO Fund should have been paid. However, it was determined that there are no traces of this.

KS Prosecutor's Office Received New Information

The KS Prosecutor's Office is also conducting additional checks and has received an addendum regarding this case for another confirmation that Trapara submitted. This is a confirmation from Burch University. That confirmation stated that Trapara was engaged at the International Burch University as a lecturer in the Department of Architecture, Faculty of Engineering and Natural Sciences, and that by performing teaching duties, Trapara gained one year of work experience. However, he was engaged as a teaching assistant in 2015.

An inspection was carried out at Burch University, and it was determined that no employment contract or volunteer contract was concluded for that engagement. According to the Labor Law and the Law on Volunteering, the engagement of a person without a concluded employment contract or volunteer contract cannot represent work experience.

Furthermore, Boris Trapara is not listed in the employee records of this university. Given that the confirmation he submitted states that he held the position of "lecturer", he should have been in the employer's records.

According to Patria's information, other submitted confirmations for the position of director of this cantonal institution are also being checked.

Trapara was appointed to this position in August 2021, as a proposal from Our Party, and he is in close and friendly relations with the current Minister of Environment and Tourism, Naida Pozder (Our Party).
