Dunović warns: FBiH Government violates international regulations due to Čavara

The Government of the Federation of BiH, at its session held on 05.11.2015, adopted a Decision repealing the Decision on appointing the BiH delegation from the Federation of BiH to the Congress of Local and Regional Authorities of the Council of Europe.

At the request of the President of the Federation of BiH, Marinko Čavara, the Government knowingly violated international regulations with this decision! The appointment of delegation members and the expiry of their mandate in the Congress are clearly defined by the Charter and the statutory resolution of the Congress of Local and Regional Authorities of the Council of Europe. The aforementioned Charter stipulates that delegation members are appointed for a period of four years, and that before the expiry of the four-year mandate, they can only be replaced in case of death, resignation, or loss of political mandate.

Although both the Vice-President of the Federation of BiH, Milan Dunović, and the Ministry of Foreign Affairs of BiH informed the Government of the Federation of BiH in writing about the prescribed procedure, the Government unanimously made the decision at the request of the President of FBiH, Marinko Čavara. Subsequently, President Čavara appointed a new delegation, knowingly violating the Charter and the statutory resolution of the Congress, and the only motive for such a move was, apparently, to remove the Vice-President of the Federation of BiH, Milan Dunović, from the delegation, and at the same time appoint himself.

We remind you that in March of this year, the Government of the Federation of Bosnia and Herzegovina appointed, among others, the Vice-President of FBiH, Milan Dunović, as the head of the BiH delegation to the Congress of Local and Regional Authorities of Europe from FBiH.
