State deputies adopted amendments to the Law on Salaries and Allowances in BiH institutions by urgent procedure

(Patria) - The House of Representatives of the BiH Parliament (PSBiH) today adopted by urgent procedure the Bill amending the Law on Salaries and Allowances in BiH institutions.

The proposers of this legal bill were the Chairman of the NiP Caucus Nihad Omerović, the Chairman of the SDP BiH Caucus Saša Magazinović, the Chairman of the NS-BHI KF Caucus Sabina Ćudić, and the Mixed Caucus Chairman Jasmin Emrić.

The House previously adopted the proposers' request for this Bill to be considered by urgent procedure.

By urgent procedure, the Bill amending the Law on Financing of Institutions of Bosnia and Herzegovina, proposed by MP Marinko Čavara, was also adopted.

The House adopted a conclusion requesting the House of Peoples of the BiH PS to consider the Bill amending the Law on Financing of BiH Institutions by urgent procedure, in accordance with Article 124 of the Rules of Procedure of the House of Peoples, given that the Bill is formulated in a simple manner.

The Bill amending and supplementing the Law on Metrology of Bosnia and Herzegovina, proposed by the House of Representatives' Anti-Corruption Commission by urgent procedure, was sent to the Collegium of the House for harmonization due to the lack of entity majority.

The Bill supplementing the Law on Parliamentary Oversight, proposed by MPs Jasmin Emrić, Zlatan Begić, Elvisa Hodžić, and Šemsudin Mehmedović by urgent procedure, was sent to the Collegium of the House for harmonization due to the lack of entity majority.

Due to the lack of entity majority, the Proposal for a Resolution condemning the attacks by the authorities of the Republika Srpska entity on the constitutional order of BiH, calling for decisive action by competent institutions to protect the constitutional order, preserve peace, and respect the Dayton Peace Agreement, proposed by MPs Šerif Špago, Edin Ramić, Safet Kešo, Midhat Čaušević, Nermin Mandra, Denijal Tulumović, Amor Mašović, Šemsudin Dedić, Milan Dunović, Vlatko Glavaš, and Zlatan Begić, was sent to the Collegium of the House for harmonization.

The House of Representatives adopted the conclusions of MP Šemsudin Dedić regarding the discussion of the Bill on Border Control, P.Z.E.I., proposed by the Council of Ministers of BiH.

A conclusion was adopted by which the House of Representatives of the BiH PS tasks the Council of Ministers of BiH to, within six months from the date of entry into force of the Law on Border Control of BiH, in cooperation with the competent authorities of Croatia, complete the activities on amending the existing or signing a new Agreement on the designation of border crossings between BiH and Croatia, which will:

1. Ensure the categorization of three additional border crossings with all inspection controls and the status of so-called BIP (Border Inspection Point), namely GP Izačić (BiH) - GP Ličko Petrovo Selo (RH) - GP Donji Svilaj (BiH) - GP Svilaj (RH) and GP Šamac (BiH) - Slavonski Šamac (RH) or some other.

2. Improve the condition of border crossings for the traffic of passengers and goods between Bosnia and Herzegovina and Croatia by granting the status of international road border crossings for the traffic of passengers and goods to a larger number of crossings.

The conclusions of MP Šemsudin Mehmedović regarding the discussion of the item on the implementation and observance of the provisions of the Rules of Procedure of the House of Representatives of the BiH PS were adopted, which state:

• The House of Representatives of the BiH PS, in accordance with Article 66, paragraph 3 of the Rules of Procedure of the House of Representatives, requests the Collegium of the House of Representatives that the House of Representatives shall, as a rule, convene twice a month and that the sessions of the House shall be scheduled to start at 10:00 AM;

• The House of Representatives of the BiH PS requests the Collegium of the House of Representatives to organize two special joint sessions of both houses in 2025 on the topic: "Deputies and Delegates Ask - Council of Ministers of BiH Answers";

• The House of Representatives of the BiH PS requests the Collegium of the House of Representatives to fully respect the provision of the Rules of Procedure of the House of Representatives which stipulates that the Collegium may decide on the interpretation of the Rules of Procedure, until that issue is regulated by the House of Representatives.

The House did not accept the negative opinion of the Joint Commission for Defense and Security of BiH on the initiative of MP Jasmin Imamović, which tasks the Ministry of Defense of BiH to develop a program for insulating buildings, replacing asbestos roofs and asbestos insulation, installing solar panels, and installing heat pumps for heating and cooling buildings of the Armed Forces of BiH with the aim of protecting the health of members of the Armed Forces of BiH and improving their working conditions, improving air quality, and ensuring energy savings.

The House will make a decision on this MP initiative at the next session.

The House did not adopt the initiative of MP Šemsudin Mehmedović, by which the House of Representatives of the BiH Parliamentary Assembly obliges the Council of Ministers of BiH to carry out all appointments of directors of 28 institutions of Bosnia and Herzegovina in accordance with the Constitution and laws of Bosnia and Herzegovina, which establish the proportional national structure of directors of institutions of Bosnia and Herzegovina, according to the last census of the population in Bosnia and Herzegovina in 2013.

The House of Representatives adopted the following reports of BiH institutions:

• Annual Report in the field of agriculture, food, and rural development of Bosnia and Herzegovina for 2023, submitted by the Ministry of Foreign Trade and Economic Relations of BiH;

• Special Report on preventing the risks of statelessness in Bosnia and Herzegovina, submitted by the Institution of the Ombudsmen for Human Rights of BiH;

• Report on the state of radiation and nuclear safety in Bosnia and Herzegovina in 2023, submitted by the State Regulatory Agency for Radiation and Nuclear Safety;

• Report on issues of application of the Code of Conduct for Deputies and Delegates in the BiH PS for 2023, submitted by the Joint Commission for Human Rights of the BiH PS;

• Report on the work of the Committee of Citizens' Appeals of the BiH PS for 2024;

• Report on the work of the Independent Board as an independent body of the police structure of Bosnia and Herzegovina for 2024. The Work Plan of the Independent Board as an independent body of the police structure of BiH for 2025 was also noted;

• Report on the work of the Parliamentary Military Ombudsman of BiH for 2024.

The Report on the public hearing of Edin Forto, Minister of Communications and Transport of BiH, submitted by the Commission for Transport and Communications of the House of Representatives of the BiH PS, was sent to the Collegium of the House for harmonization due to the lack of entity majority.

Along with this Report, the House adopted the following conclusions:

• The House of Representatives of the BiH PS requests the Ministry of Communications and Transport of BiH to, as soon as possible, prepare and submit to the Council of Ministers of BiH for adoption and submission to the parliamentary procedure the draft laws within the competence of the Ministry, which are planned in the work programs of the Council of Ministers for 2023 and 2024 to be submitted to the BiH PS for adoption;

• The House of Representatives of the BiH PS requests the Ministry of Communications and Transport of BiH to, in accordance with Article 7 of the Law on Administration (,,Official Gazette of BiH", no. 37/03, 102/09 and 72/17), ensure adequate ethnic representation of civil servants and employees in accordance with the national structure of the population according to the last census of the population in Bosnia and Herzegovina, especially considering the fact that less than 30% of Bosniaks are employed in the Ministry, and that in the Directorate for Civil Aviation of BiH, which has the status of an administrative organization within the Ministry, out of 60 employees, currently 80% are Serbs and only 14% are Bosniaks;

• The House of Representatives of the BiH PS requests the Ministry of Communications and Transport of BiH to prepare and submit to the House of Representatives a comprehensive analysis of the total number of employees in the Ministry headquarters in Sarajevo and to explain how it is possible that the Ministry headquarters has less than 100 employees, while at the same time the Communications Regulatory Agency of BiH has as many as 140 employees, despite the fact that such an important Ministry has significantly greater legislative and executive powers than a regulatory body that is only responsible for regulating the market of electronic communications and the audiovisual sector in Bosnia and Herzegovina.

The House noted:

• Information on the state of migration in Bosnia and Herzegovina for the first six months of 2024, submitted by the Ministry of Security of BiH;

• Information on the annual training and exercise plan for members and units of the Armed Forces of Bosnia and Herzegovina abroad for 2025, submitted by the Ministry of Defense of BiH.

The House of Representatives adopted the Decision on amending the Decision on appointing members of the standing commissions of the House of Representatives of the BiH PS, by which Mladen Bosić was appointed to the Constitutional-Legal Commission of the House of Representatives of the BiH PS instead of Nebojša Radmanović.

The House of Representatives gave consent for the ratification of:

• Agreement between the Government of the Republic of North Macedonia and the Council of Ministers of the Republic of Albania, the Council of Ministers of Bosnia and Herzegovina, the Government of Montenegro, the Government of the Republic of Serbia, and the Government of the Republic of Slovenia on host country arrangements regarding the status of the permanent organization of the Balkan Medical Forces and its personnel;

• the amended and renewed loan agreement to the Loan Agreement dated September 12, 2018 (Corridor 5c Project – Section 3) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development;

• Grant Agreement between Bosnia and Herzegovina and the European Investment Bank, Mediterranean Corridor: Medakovo – Ozimice section of the 5c highway in Bosnia and Herzegovina / Grant from the European Joint Fund for the Western Balkans / WB-IG06-BIH-TRA-04, Agreement number (File no.): 91.682, Operation number (Serapis no.) 2019-0751;

• Protocol between the Council of Ministers of Bosnia and Herzegovina and the Government of Romania on the succession of Bosnia and Herzegovina's bilateral agreements concluded between the Federative People's Republic of Yugoslavia / Socialist Federal Republic of Yugoslavia and the People's Republic of Romania / Socialist Republic of Romania / Romania at the state and government level.
