Dragan and Bakir's agreed status quo: Osmica and Dzakula rubbing their hands!

The status quo will benefit the ruling parties and their cadres for the next two years, especially Osman Mehmedagić, director of OSA. I presented this thesis more than months ago, and today it is more than confirmed.

The announcement by HDZ president Dragan Čović that he will not support the appointment of the current director of OSA BiH, Osman Mehmedagić, exclusively benefits Mehmedagić and SDA. He holds the position of director because this significant security agency cannot be decapitated, and it will not come to the 'moment of truth' when the Joint Commission for Oversight of OSA BiH decides his fate.

Bosnia and Herzegovina's politics, which only serve the personal interests of party leaders, are reflected in two blatant examples - the directors of the Indirect Taxation Authority and the Intelligence-Security Agency of BiH!

One is the wish of Dragan Čović, and the other is Bakir Izetbegović. They cannot agree, but they have found a way for HDZ to control the ITA, and Osman Mehmedagić to lead OSA without a diploma. Simply put, will it be a status quo!?

This is the only way for BiH to sink even deeper into shame in the next two years, a shame that even the biggest SDA sympathizers cannot explain.

However, the silence of the international community is concerning, and there is less and less mention that Mehmedagić does not have a valid diploma, that the Prosecutor's Office is investigating him, that the American University in Bosnia and Herzegovina, from which Osmica pulled his latest diploma, is being investigated. He even declared the diploma a secret document.

It is known that Bakir Izetbegović, the leader of SDA, during negotiations with coalition partners HDZ and SNSD, insisted that two positions not be touched: that of his wife Sebija Izetbegović - director of KCUS - and the position of OSA director Osman Mehmedagić.

Now, this is being realized. Don't touch Osmica and Seka, and peace in Bosnia! According to the law, if consensus is not reached in the process of electing a new director, the current director, i.e., Mehmedagić, remains the director of OSA.

Article 25 of the Law on OSA stipulates:

„The Director-General and the Deputy Director-General shall be appointed and dismissed by the Council of Ministers, upon the proposal of the Chairperson and in consultation with the members of the Presidency, the Executive Board, and the Security-Intelligence Commission.

The Director-General may propose to the Chairperson that the Council of Ministers dismiss the Deputy Director-General. The appointment of the Director-General and the Deputy Director-General shall be based on demonstrated professionalism and experience gained in intelligence and security work and law enforcement, not on political affiliation. The required experience cannot be exclusively gained in positions obtained through political appointment.“

Article 26 of the Law on OSA stipulates:

„The Director-General and the Deputy Director-General shall be appointed for a term of four years, which may be renewed once. The Director-General and the Deputy Director-General may be dismissed before the expiry of their term if they request it themselves; if they permanently lose the ability to perform their duties; if they do not implement the decisions of the Council of Ministers directing the work of the Agency; if they do not act in accordance with applicable laws or regulations; if they do not implement measures for oversight of the Agency's work; in case criminal proceedings have been initiated against them for the criminal offense of abuse of office or disclosure of state, military, or official secrets, or if a final prison sentence has been imposed on them for a criminal offense that makes them unworthy of holding such duties.“

In addition, the law states that the „Director-General and the Deputy Director-General shall be appointed for a term of four years, which may be renewed once.“ And Mehmedagić's first four-year term has expired.

The question of the legitimacy of this function arises, but politics has long ceased to care about institutions and their importance to the citizens of BiH.

Izetbegović proved this by going to Zagreb. There too, he defended Osmica in his own way, but Čović supposedly doesn't agree! Both of them gain a lot if the situation remains unchanged. Osmica will remain at the head of OSA at a very significant moment, before the Local Elections. This institution will continue to be used as a private detective agency, but they should know there that there are people who have seen through this transparent policy of SDA and HDZ.
