(Patria) - Delegate in the House of Peoples of BiH Parliament Dženan Đonlagić believes that the security sector of BiH is in a state of institutional chaos, for which, as he claims, the authorities at the state level are directly responsible.
Đonlagić, appearing on the show BHT1 Uživo, particularly pointed out what he calls political sabotage in the case of prosecuting Milorad Dodik and his associates, as well as the inaction of key judicial and police institutions.
- SIPA has not done its part, and the Court and Prosecutor's Office of BiH have clearly entered into some arrangement with Dodik. This sends a message that some people are above the law - said Đonlagić, adding that this has further eroded the already weak trust of citizens in the judiciary.
He also commented on the role of the Intelligence-Security Agency (OSA) of BiH and its director Almir Džuvo, saying that the focus has been wrongly shifted from those truly responsible.
- The story about OSA is peripheral. The main responsibility lies with SIPA, the Court, and the Prosecutor's Office. Špirić's statements that Džuvo showed statesmanship are just a defense of SNSD's policy - Đonlagić points out.
Speaking about the possible return of Darko Ćulum to the head of SIPA, Đonlagić claims it is an abuse of a legal vacuum.
- The Council of Ministers of BiH has not formally dismissed Ćulum. This vacuum is being used for returns and resignations, which is unacceptable - Đonlagić assesses.
He also points out that the institutional crisis is a consequence of political chaos, especially within the ruling coalition.
- Since March, there has been a political narrative discouraging SIPA from arresting Dodik, Višković, and Stevandić. This is the direct political responsibility of the Trojka, HDZ, and SNSD - says Đonlagić.
And when it comes to judicial selectivity, he drew a parallel between the cases of Fadil Novalić and Milorad Dodik.
- If your name is Fadil or Abdulah, you go in handcuffs. If you are Milorad or Radovan, you have an agreement with the Court. This is a message of legal inequality - Đonlagić emphasized.
Referring to BiH's reform course towards the EU, Đonlagić claims that the opportunity was missed back in January 2023.
- Instead of forming a government with the opposition from RS, the Trojka entered into an alliance with SNSD and HDZ. That was a strategic mistake. Today, not even Ukraine at war passes laws as slowly as BiH in peacetime - notes Đonlagić.
Asked about the amendments to the Election Law advocated by HDZ, Đonlagić is categorical:
"We do not need EU integration at the cost of deeper ethnic divisions. The current system is discriminatory and cannot be compatible with the EU acquis communautaire."
Regarding the debt to the company Vijaduct, Đonlagić said that BiH must assume the obligation to pay, but at the same time, through the distribution of VAT, reduce the amount going to Republika Srpska.
- Money cannot be taken from the Central Bank. That is neither legally nor morally acceptable - Đonlagić believes.
The platform signed by the RS opposition with other actors, according to Đonlagić, never had a chance for implementation.
- HDZ remained in partnership with SNSD and thus blocked any possibility of realizing that platform - adds Đonlagić.
He is also of the opinion that changes are not possible without new elections.
- Unfortunately, everything will remain like this until 2026. Until then, we will only witness political stagnation and regression - concluded Đonlagić.
