House of Peoples of FBiH to meet tomorrow in Sarajevo: Proposed agenda does not include 'ponder 2' law

SARAJEVO, (Patria) - Although federal delegates received the agenda with the FBiH Budget Proposal for 2022 in the invitation for tomorrow's session of the House of Peoples, delegates we contacted claim that, like the House of Representatives, they will return the budget and accompanying laws in draft form.

In addition to the laws related to the budget, the proposed agenda for tomorrow's session includes Information on the epidemiological situation of COVID-19 in the Federation of Bosnia and Herzegovina as of December 27, 2021, with proposed orders and recommendations from the Crisis Staff of the Federal Ministry of Health.

Also on the proposed agenda are the Bill on Material Support for Families with Children in the Federation of Bosnia and Herzegovina and the Work Program of the Government of the Federation of Bosnia and Herzegovina for 2022, which the Government of FBiH withdrew from the session of the House of Representatives of the FBiH Parliament, so it is questionable whether the House of Peoples will consider them.

Delegates are expected to vote on the Proposal for a Decision on Granting Consent to: Amendments to the Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2021 (second amendments) and amendments to the Financial Plan of the Federal Solidarity Fund for 2021 (Annex I) (second amendments) and the Decision on the Method of Execution of the Rebalanced Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2021 (second amendments and changes), and the Proposal for a Decision on Granting Consent to: Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2022 and the Decision on the Method of Execution of the Financial Plan of the Health Insurance and Reinsurance Institute of the Federation of Bosnia and Herzegovina for 2022.

The proposed agenda also includes the Proposal for a Decision on Granting Consent to: Financial Plan of the Federal Employment Service for 2022 and the projection for 2023 and 2024 and the Decision on the Execution of the Financial Plan of the Federal Employment Service for 2022, the Decision on Allocating Funds to the Solidarity Fund of the Federation of Bosnia and Herzegovina for 2022, and the Proposal for a Decision on Accepting the Debt under the Financing Agreement between Bosnia and Herzegovina and the European Investment Bank (EIB) for the implementation of the Medakovo – Poprikuše Highway Section Construction Project on Corridor Vc.

Delegates are also expected to consider the Quarterly Debt Report Q2/2020, Q3/2020, Q4/2020, Q1/2021, Q2/2021, and the Quarterly Debt Report Q3/2021.

Interestingly, the proposed agenda does not include the Proposal for Amendments to the Law on the Allocation of Public Revenues of FBiH, which was adopted by the House of Representatives of FBiH at its last session. The amendments relate to ponder 2 for Canton Sarajevo and have caused a storm of reactions.

However, there is a possibility that this proposal will be added to the agenda later, at the beginning of the session.

The session, which begins at 12:00 PM, will be held in compliance with all prescribed epidemiological measures in the building of the Parliament of the Federation of Bosnia and Herzegovina, and the public will be able to follow it via stream on the YouTube channel of the House of Peoples.
