Proof of Selman's shady dealings: Lukač must not appear at FUP

Next week, a session of the Legislative-Legal Committee of the FBiH Parliament should be held, which will consider the conduct of the Independent Board of the FBiH Police Administration, which, despite the decision of the FBiH Government, appointed Dragan Lukač as the Director of the Federal Police Administration, writes the Patria news agency.

As we learn, the Legislative-Legal Committee will order a review of the controversial decision.

As Midhat Karović, President of the FBiH Security Committee, told us, the decision published by Sead Selman in the Official Gazette is not valid.

- The FBiH Government is the one that pays salaries, and with this act, the members of the Independent Board have belittled all ministers and us as colleagues. We, as a Committee, have clearly stated that the appointment had to be carried out according to the new Law on Internal Affairs - says Karović.

The decision itself is very confusing, and even the greatest legal experts cannot explain whether the construction of the published decision is correct.

Namely, it is titled "decision on the final proposal". How can a final decision be a final proposal? However, none of those we contacted could or would explain what it was about.

The FBiH Government referred us to the FBiH Office for Legislation.

The FBiH Government's Office for Legislation stated that it is not within the Office's jurisdiction to assess the legality of acts and procedures that preceded their adoption by federal institutions.

- We cannot answer the question asked - said Željko Silađi, Director of the FBiH Government's Office for Legislation.

The FBiH Ministry of Internal Affairs told us to contact the Federal Police Administration.

And so, no one in this country is competent to provide an authentic interpretation of Selman's decision.

And the fact that Dragan Lukač, whose term as director expired on December 7 last year, has not appeared at work to this day, despite Selman's decision stating that it takes effect the day after its publication in the Official Gazette (January 20), is proof of illegal actions.

According to unofficial information, he is still on vacation. However, since we are encountering a wall of silence at the FUP regarding Lukač and his status as a police officer, it is unclear how he can be on vacation or sick leave since December 7.

According to the Law on Police Officers, immediately after the expiration of his term, he should have been assigned to another position until the process of appointing the FUP Director was completed.
