Bosnia and Herzegovina's Division Agreed: Banja Luka Wants to Seize Barracks in Zalužani, Tuzla Does the Same to the Army House

Muharem Cero, an expert on state property, called the announcement by cantonal authorities in Tuzla to build a facility for the Municipal Court on the site of the Army House building in that city an attack on the state of Bosnia and Herzegovina and a quiet ethno-territorial, agreed-upon division of the country.

- The Army House building in Tuzla is the property of the state of Bosnia and Herzegovina, and according to the valid laws of Bosnia and Herzegovina, lower levels of government in BiH do not have the right to manage that property – Cero warns in a statement to the Patria News Agency.

Deputies in the Assembly of Tuzla Canton adopted the Decision to allow the demolition of the existing Army House facility in Tuzla. Authorization has been given to build the Municipal Court building in Tuzla at that location.

The authorities in Tuzla are formed by a coalition of SDA and SBB.

Cero explains that this is clearly a violation of the laws of Bosnia and Herzegovina. Because, the registration of state property to entities or any other lower level of government in BiH is illegal.

A ban on disposing of state property until the adoption of a law that will regulate this area is indicated in the Law on the Temporary Ban on Disposing of State Property of Bosnia and Herzegovina. This law was adopted in BiH back in 2005. However, authorities from the BiH entity of RS have violated this law multiple times so far, and now the authorities from the Federation of BiH are doing the same.

Cero recalls only two examples of violations of this law and the seizure of state property of Bosnia and Herzegovina by lower levels of government: in Banja Luka, they want to appropriate the barracks in Zalužani, and local authorities in Tuzla are doing the same with the Army House in that city.

- Currently, Dayton is being lived in BiH through Milorad Dodik's vision. The property of Bosnia and Herzegovina is being plundered. And citizens are getting used to it. No one is reacting. I can say with certainty that the SDA is perhaps participating the most in the dismantling of the state, because they have done nothing to ensure that BiH gets a law on the management and disposal of state property, which would protect that property. This is capital that is much larger than the money currently in BiH's bank accounts – says Cero, adding that he does not understand why the heads of the BiH Prosecutor's Office, the BiH Parliament, and the Council of Ministers are silent all this time. Their task is precisely to protect the property of the state of Bosnia and Herzegovina.

Cero says that the example of state property best shows that the SDA is throwing dust in the eyes of voters, because their rhetoric does not match their actions on the ground, writes Patria.
