Dodik does not touch the Indirect Taxation Authority of BiH and Tegeltija: In just two months, the RS entity received 460 million KM, out of 2,163 employees, 830 are Serbs

In his destructive campaign against state institutions, which Milorad Dodik has been carrying out since his first-instance conviction before the Court of BiH, he still does not touch the Indirect Taxation Authority of BiH, headed by SNSD cadre Zoran Tegeltija.

How important it was for Dodik to take control of this institution after it was led by HDZ's Miro Džakula for more than 10 years is also shown by the fact that, in order to take the position of director of the ITA BiH, Tegeltija left the position of Minister of Finance of BiH just a few months after the appointment of the new composition of the Council of Ministers of BiH, which consists of SNSD, HDZ BiH, and the parties of the Troika (SDP, NIP, NS).

Tegeltija assumed the position of ITA director in mid-June 2023, and in August of the same year, Srđan Amidžić (SNSD) was appointed Minister of Finance in the Council of Ministers of BiH.

Besides having control over all processes in the ITA BiH through Tegeltija, Dodik apparently also needs finances, and it is precisely from collected indirect taxes that large sums of money are allocated for financing state institutions, entities, and the Brčko District.

Data published by the Indirect Taxation Authority at the beginning of March show that these are hundreds of millions of marks that Dodik would hardly give up, and which the RS entity certainly could not achieve independently. It is a well-known fact that part of the funds generated by the FBiH entity ends up in the RS entity precisely through revenue distribution. This is precisely the reason why money from the special account of the ITA BiH has not been distributed for years, because the Minister of Finance of FBiH, Toni Kraljević, does not want to vote for distribution according to the existing coefficients, aware that the Federation of BiH would be disadvantaged. Thus, about 300 million KM remained in the account, and the Management Board of the ITA BiH rarely convenes.

Here is what the data says. For the first two months of 2025, the ITA collected 1 billion and 801 million KM. In February alone, 921 million KM was collected.

For financing state institutions, an amount of 161 million KM was allocated, the Federation of BiH received 775 million KM, and the RS entity received 435 million KM. The Brčko District received 43 million KM. From the special toll, FBiH received an additional 37 million KM, the RS 25 million KM, and the Brčko District one million KM.

Besides the fact that the ITA largely finances the state and entities, this institution is also a desirable employer. Data on the national structure from December 2024 show that out of 2,163 employees, 830 are Serbs, which is a far larger number than their proportional share, including the nine employees of the Management Board of the ITA BiH.

In the ITA BiH, there are 868 Bosniaks, 454 Croats, and 11 declare themselves as others.

Of the 215 managerial positions in the ITA BiH, Serbs hold 86, Bosniaks 82, and Croats 46.

The largest number of ITA BiH employees is in Banja Luka, where the headquarters of the Administration is located, as well as the Regional Center Banja Luka. In Banja Luka alone, 951 employees work, of which 505 are Serbs, 326 Bosniaks, 113 Croats, and seven others.

In the period from January 2023 to December 2024, 27 people were employed on a permanent basis, of which eleven Serbs, ten Bosniaks, four Croats, and two others.
