34% of voters in Srebrenica, 40% in Doboj voted by 2 PM

Observers of the Coalition for Free and Fair Elections Under the Magnifying Glass reported to the Coalition "Under the Magnifying Glass" Call Center about the voting process in Doboj and Srebrenica by 2 PM. All observers reported that they are monitoring the voting process unimpeded. So far, remarks or objections have been recorded at twelve polling stations in Doboj and one polling station in Srebrenica.

Open persuasion to vote for a specific political entity or intimidation and pressure on voters have been recorded at three polling stations in Doboj (038B027, 038B029, and 038B035A) and one polling station in Srebrenica (105B015).

Voting without valid identification documents has been recorded at five polling stations, three of which are in Doboj and two in Srebrenica. Voters being turned away from polling stations because they were not on the Extract from the Central Voters' Register has been recorded at more than 39% of polling stations (up to 10 such cases).

Observers of the "Coalition "Under the Magnifying Glass"" have recorded family voting at more than half of the polling stations (up to 10 cases of this type of irregularity), and at 3 polling stations, even more than 10 cases of family voting. At 20 polling stations, one person provided assistance to a larger number of voters to vote in the booth, 18 of whom were in Doboj.

Prolonged presence of unauthorized persons and suspicions of "Bulgarian train" (some voters come to the polling station with already marked ballots and take out blank ones) have not been recorded at any polling station. At two polling stations in Doboj, recommended measures for preventing the spread of COVID-19 were not applied and respected during voting. The Coalition "Under the Magnifying Glass" has so far been notified of 7 situations that represent potentially serious irregularities in the election process.

The majority of them relate to party assistants in voting for voters, who, as prescribed by the Election Law of BiH, clearly did not need assistance in voting. This was reported at the following polling stations in Doboj: 038B027, 038B029, 038B068, and 038B079. The Coalition also received a report about alleged vote buying near polling station 038B029, as well as other irregularities near this polling station, such as persuading voters and distributing leaflets with instructions on whom to vote for. The competent police administration has been informed about the allegations of vote buying.
The Coalition "Under the Magnifying Glass" also monitors information on voter turnout. The recorded turnout by 2 PM in the repeat elections in Srebrenica is 34.0%, and in Doboj 40.0% (with a margin of statistical error of +/- 1.70% at a 95% confidence interval). Preliminary data from a sample of observed polling stations, and taking into account the margin of statistical error, indicate that voter turnout in Srebrenica and Doboj is lower by 9-16% compared to the regular Local Elections held on 15.11.2020.
