Primary School Directors Support Permanent Employment but in Line with Needs

The Association of Directors of Sarajevo Primary Schools supports the position of announcing competitions for a larger number of positions for permanent employment, with the consent of the Ministry of Education, Science and Youth of Sarajevo Canton. As they explain from the Association, long-term experience shows that announcing a large number of competitions for temporary employment in educational institutions of Sarajevo Canton complicates the competition procedure due to the large number of the same candidates applying for years, writes the Bosnian news agency Patria.

- The commissions for employee recruitment in all schools, respecting the Rulebook with criteria for employment in preschool institutions, primary and secondary schools as public institutions in the area of Sarajevo Canton, do not manage to complete the scoring and proposal of the best-ranked candidates within the prescribed deadline, thus complicating the distribution of work and class duties, planning of teaching content, and adequate preparation of teachers for the start of the new school year.

As stated by the Association, employing teachers, class teachers, and other necessary staff on a permanent basis would reduce bureaucratic burdens in an institutional sense, because schools spend significant budget funds each year on announcing competitions, returning documentation, as well as municipal services for document certification, which certify a large number of copies of documents prescribed by the competition procedure, as candidates apply to an average of 10 to 15 schools.

On the other hand, announcing competitions for permanent employment should be ensured where there is space and resources, without any imprecision or ambiguity in the application of such a procedure.

- In order to prevent haphazard and unplanned employment and abuse of the proposed measure, we believe that Consents for announcing competitions for permanent employment should be given to schools that have not produced technological surplus in the requested positions in previous years, as well as to schools that have had a reduction in the number of employees due to retirements, and for which there is no certain possibility that employees hired for those positions will remain as technological surplus in the next few years.
