DF asks Minister Milićević: What was the basis for the decision on the distribution of revenue to cantons?

The Club of Delegates in the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina hereby publicly invites the Minister of Finance in the Government of the FBiH, Jelka Milićević, to answer to the public whether, as the basis for adopting the legal act, i.e., the Instruction on determining the share of cantons, municipalities and cantonal road institutions in revenues from indirect taxes and the method of allocating these revenues for 2016, she used preliminary results of the population census from the competent statistical agencies, even though they were never officially published nor declared official, the Democratic Front announced, as reported by the Patria news agency.

- If so, that is illegal, because you cannot base the number of inhabitants, as one of the criteria in the formula for revenue distribution, on preliminary results of the population census.

The adopted Instruction under number 05-02-1-7017/15 was signed by Minister of Finance Jelka Miličević and was already published in the Official Gazette of the Federation of Bosnia and Herzegovina on Friday, January 8, 2016.

Namely, according to the Instruction of Minister of Finance Jelka Milićević, in 2016, the most affected, interestingly, are the Sarajevo Canton, Tuzla Canton, Bosnian-Podrinje Canton and Zenica-Doboj Canton, which will have nearly 15% less revenue in 2016 compared to 2015.

The DF Club will also raise the same question at the session of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina on Tuesday, January 26, the DF statement reads.
