Delić: USK Government to secure 150,000 KM for completion of new clinic in Orašac MZ

(Patria) - Following yesterday's visit by executive and legislative authorities, who jointly inspected the new clinic facility in Orašac MZ, the Minister of Health, Labour and Social Policy of the Una-Sana Canton, Zemina Kadirić, stated that the missing funds for the completion of this facility, amounting to 150,000 KM, will be secured by the relevant ministry she heads, according to a statement from the holder of the SDA list for the Bihać City Council and Deputy Speaker of the Una-Sana Canton Assembly, Ines Delić.

"The construction of the new clinic building in Orašac MZ was supposed to start back in 2021, when the Government of the Federation of Bosnia and Herzegovina secured and transferred the initial funds of 120,000 KM to the City's account. As the City of Bihać failed to obtain the necessary permits and spend these funds, they had to be returned to the FBiH budget account after 13 months.

However, given the importance of this project for the population of Ljutočka dolina, the project was not abandoned, and the Government of the Federation of Bosnia and Herzegovina again secured funds in 2022, but due to the increase in material and labor costs, in a larger amount at that time, i.e., 220,000 KM. Also, the Ministry for Displaced Persons and Refugees in the Government of FBiH provided 60,000 KM for this project. These funds have been available in the budget of the City of Bihać since the beginning of 2023," the statement reads.

She adds that in addition to the Government of the Federation of BiH and the Ministry for Displaced Persons, the USK Government has so far allocated 246,000 KM for the construction of the new clinic building in Orašac MZ, and the City of Bihać has allocated 118,000 KM, with the initiative and insistence of city councilor Mustafa Zulić.

"The slowness and inefficiency of the City Administration in implementing projects in our city have been present for the past few years, points out the holder of the SDA list for the Bihać City Council, Ines Delić. According to her, these projects include the construction of the new Bihać Health Center building, for which funds in the amount of 7.3 million KM have been secured. These funds have been sitting in the institution's account for the last 3 years and are not being realized due to a court dispute," Delić adds.

The last tranche in the amount of 1.3 million KM was transferred from the USK budget on the initiative of Member of the Assembly, Emir Šabić. We call on the City Administration to provide the necessary prerequisites for the start of the implementation of the Bihać Health Center construction project, so that citizens finally receive the healthcare services they deserve.

"Urgent reforms and renovation of the healthcare infrastructure are needed in the City of Bihać, in order to ensure that all citizens have access to quality healthcare," said Delić, adding that the local clinics in Vrsta, Ripč, Martin Brod, and other local communities must be adapted. According to her, in addition to the clinic in Orašac, new premises for the clinic in Ozimice 2 MZ must also be provided.

The current situation for the treatment of our citizens in the substandard premises of the Bihać Health Center and local clinics in several local communities is unacceptable and shows the lack of proactivity, responsibility, and inefficiency of the current authorities in the City of Bihać," Delić emphasized.

"Every project that is realized in the City of Bihać is ours and must be monitored from beginning to end, and problems must be initiated and resolved more quickly by the mayor and the City Administration with higher levels of government, regardless of responsibilities," Delić concluded.
