Delegates Request Consideration of the Draft Law on the Regulator, Transmission and Electricity Market, HDZ and SNSD Opposed

(Patria) - At the 19th session of the Commission for Foreign and Trade Policy, Customs, Transport and Communications of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina (PSBiH), the principles of the Draft Law on the Regulator, Transmission and Electricity Market in Bosnia and Herzegovina, proposed by the Council of Ministers of BiH, were accepted. Along with this Draft Law, the Commission adopted a conclusion requesting the Collegium of the House of Peoples of PSBiH to include the Draft Law on the Regulator, Transmission and Electricity Market in Bosnia and Herzegovina on the agenda of the 21st urgent session of the House of Peoples of PSBiH.

At today's session of the House of Peoples of the PS BiH, five delegates requested that the agenda be supplemented with the Draft Law on the Regulator, Transmission and Electricity Market in Bosnia and Herzegovina.

The aim of the law is to transpose 16 EU directives and the Electricity Integration Package, focusing on creating an organized wholesale electricity market and establishing an electricity exchange in Bosnia and Herzegovina, thereby fulfilling one of the prerequisites for our country's exemption from the application of the Carbon Border Adjustment Mechanism (CBAM) in this area.

This law was already adopted in the House of Representatives of the PS BiH on December 12.

If this law is not adopted, from January 1 there will be a new burden, which could cause an increase in the price of electricity.

Delegate Marina Pendeš stated that the House adopted the Draft Law on the Regulator under an expedited procedure, so she requested a break to conduct consultations on which proposal is being discussed today.

After the break, Pendeš said that the law should be considered at one of the upcoming sessions, which was supported by Nikola Špirić, who said that there are no conditions to consider this law today.

Delegate Zlatko Miletić stated that they do not want to risk placing the law as the third item and having the quorum fall after the first two items are completed.

The Commission gave a positive opinion and recommended to the House to give consent for the ratification of: the Note of Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Federal Republic of Germany – continuation of development policy cooperation with the Federal Republic of Germany; the Agreement between Bosnia and Herzegovina and the United Nations regarding the Office of the United Nations Resident Coordinator in Bosnia and Herzegovina;
the Agreement between the European Union, on the one hand, and Bosnia and Herzegovina, on the other hand, on the participation of Bosnia and Herzegovina in the Employment and Social Innovation (EaSI) Programme of the European Social Fund Plus (ESF+).

The Commission did not adopt the Report on the Work of the Council of Ministers of BiH for 2024 in the part of the competence of the Commission for Foreign and Trade Policy, Customs, Transport and Communications of the House of Peoples of PSBiH, namely: a) the Ministry of Foreign Affairs of BiH, b) the Ministry of Foreign Trade and Economic Relations of BiH, and c) the Ministry of Communications and Transport of BiH, including the administrative organizations within their composition.

Noted were the Report from the preparatory meeting for the Third Global Parliamentary Summit on Hunger and Malnutrition, Rome, Republic of Italy, November 10 and 11, 2025; the Note from the meeting of the delegation of the Commission for Foreign and Trade Policy, Customs, Transport and Communications of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina and the Commission for Foreign Affairs of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina with the delegation of the Foreign Affairs Committee of the Parliament of the United Kingdom, held on December 4, 2025.
