Is the Council of Ministers functioning as a minority government

At today's session of the House of Representatives of the PSBiH, before the adoption of the agenda, a discussion developed about the agenda itself, and Sadik Ahmetović (NB) noted that the Collegium of this House does not include initiatives that have been adopted in its sessions, nor are the conclusions adopted by the representatives respected, reports Patria agency.

Ahmetović reiterated that, according to the conclusion adopted at the last session, the Chairman of the Council of Ministers of BiH, Denis Zvizdić, is tasked with collecting the signatures of the representatives who support his work by the next session of the House of Representatives, in order to make a decision on the status of the Council of Ministers of BiH in the coming period.

- We need to hear from those who proposed the government's mandate-holder whether there is a majority or not (Presidency of BiH), and they need to take responsibility and say how they will fulfill their obligations in the year ahead. The Prime Minister needs to clarify to the representatives whether he has support - said Ahmetović.

Saša Magazinović, an SDP representative, said that perhaps we cannot force the Council of Ministers to fulfill the parliamentarians' conclusions, but that "we can start respecting ourselves".

- The House of Peoples adopted amendments to the Election Law under an urgent procedure; I am asking why this proposal is not on the agenda today. Why does it take so much time for a paper to go from the fourth to the second floor. Today, colleague Bećirović saved the Parliament's honor with two laws, and we will have the same problem at every session - said Magazinović.

Nikola Lovrinović (HDZ BiH) pointed out that representatives should first look at what they are doing, and only then look at the work of the Council of Ministers.

Šemsudin Mehmedović (SDA) said that if there is a new parliamentary majority, it should be clearly stated. This position was also supported by Amir Fazlić, head of the SDA Caucus, who stated that it is absurd for the Chairman to collect signatures.

- It's the same as if someone decided that we should collect signatures from citizens - said Fazlić.

Senad Šepić (Independent Bloc) said that it is legitimate for Parliament to get an answer on how Denis Zvizdić and other ministers intend to sit in their positions for the next year and what they intend to do.

- We need to know where we stand. No one here needs to be a spokesperson for the Presidency of BiH or the Council of Ministers - emphasized Šepić.

Given that SNSD representatives supported Ahmetović's initiative, Mladen Bosić (SDS) said that the item of dismissing the Council of Ministers should be proposed, to end that story.

- It is clear to everyone that there is no new parliamentary majority, because if there were, we would have signatures for a new mandate-holder. Since there isn't, this is all a political game. There is a practice of minority governments - said Bosić.

Nikola Špirić (SNSD) said that for SNSD, the Council of Ministers has never had a majority.

Senad Šepić (NB) stated that it is necessary to have a more honest relationship and for Zvizdić himself to say what he thinks at this moment.

- If it is a minority government, let him tell us. Don't lump us all together. Don't misuse good intentions. We are not talking here about things that some colleagues are talking about - emphasized Šepić.
