Could Zukić hire without Sarajlić's knowledge?

The Cantonal Police in Sarajevo arrested last Friday the SDA Secretary General Amir Zukić and his driver Seid Fazlagić. The Sarajevo Prosecutor's Office charges them with organizing a group and, using their influence, hiring individuals in public companies, health and higher education institutions, for which, prosecutors suspect, they took bribes!

Zukić and Fazlagić were arrested in the continuation of the operation 'Bosna'. Before them, in the same operation, on August 26 last year, the executive director of "Elektroprivreda BiH" for distribution Esed Džananović, Safet Bibić, Nedžat Trako, Ramiz Karavdić and Senad Trako were arrested.

Are those arrested the only members of the controversial group that carried out illegal hiring in public companies and institutions in the Federation of Bosnia and Herzegovina? Will the Prosecutor's Office expand the investigation to other people? Did Zukić have room to coordinate the malversations during hiring without the knowledge of other high officials in the SDA?

Žurnal writes that SDA vice-presidents Asim Sarajlić and Mirsad Kukić have already been questioned as suspects. 

Why could Sarajlić have been in a position to know about the illegal hiring in public companies organized by his party colleague Zukić, if there were any illegalities in this regard? Sarajlić is the president of the SDA Personnel Commission. According to Article 51 of the SDA Statute, the Commission (seven members) takes care of the Party's personnel, their distribution, and proposes and monitors the implementation of the Party's personnel policy. Simply put, without Sarajlić's knowledge, no SDA cadre could be appointed to managerial positions in public companies and other public institutions. Sarajlić, therefore, had full insight into who sits in those positions. No employment in a company is possible without the director's signature. It is unlikely that those directors, during non-transparent hiring, contacted Zukić while bypassing Sarajlić?
