Čović finally shows why he was smiling more than Bakir: First the Election Law, that's what the agreement says!

The Mostar Agreement is clear regarding changes to the Election Law, said the president of the HNS BiH, Dragan Čović, today after the HNS BiH Presidency meeting in Mostar.

It was also clear to us what was brewing behind the scenes immediately after June 17, 2020, when analysts and connoisseurs of the situation realized why Čović was smiling more than Bakir Izetbegović.

“By aligning the deadlines and the assumed timelines for the fulfillment of the obligations of the Election Law and ultimately the implementation of the Constitutional Court ruling in the Ljubić case, as well as the listed Strasbourg rulings on identical constitutional and legal matters, by seeking legitimacy for the representation of peoples and citizens at all administrative-political levels, in the Presidency of BiH and the Houses of Peoples... (point 2 of the agreement), the following can be observed.

The parties undertook to initiate the entire process within 30 days of the signing of the agreement (July 17, 2020), and to complete it no later than 6 months after signing (January 17, 2021).

Further interpretation of the letter of point 4 makes it easy to determine that SDA and HDZ must submit the agreed text of the amendments to the Election Law, as well as all other relevant regulations, to the parliamentary procedure by that date.

It is not difficult, following this line of reasoning, to determine and prove that the Statute of the City of Mostar will not be certified by the newly elected City Council before the AGREED text of the Election Law amendments enters the parliamentary procedure.

It is clear that if we observe the Mostar event and all the developments around it through the lens of chess, one of the sides (SDA) has not even achieved a possible draw, while the other side (HDZ) has sealed the entire story with the third key to the Mostar lock, which Dragan Čović currently fully controls and holds,” we wrote on June 18.

Today, everything is proving to be true, and Čović is very sensitive to Izetbegović's claim that he will not negotiate the Election Law without the Government. But he has clearly forgotten that he signed the agreement. Čović is triumphantly reminding him of it today.

“This is not the first agreement we have signed together with representatives of the international community; last year we had an agreement on the Council of Ministers with Mr. Wigemark, and then explanations began about what each party meant. This time there were six witnesses, and it was stated that there are no prerequisites for changes to the Election Law and that we will clearly work on it,” said Čović.

He called Izetbegović's statements about the “tyranny of the minority over the majority” a gross violation of the constitution and said that such behavior would not pass.

We can now see why parts of the international community did not want to be guarantors but merely present witnesses when the agreement was signed.

We will have elections in Mostar and nothing more. The question is whether their implementation can happen. Will Čović set ultimatums again?
