CEC to Discuss Delegate Election Next Week: In Three Cantons, Croats Cannot Be Elected!

SARAJEVO, (Patria) - The Central Election Commission will consider next week two proposals on the election of delegates to the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina. Both proposals enable Dragan Čović and the HDZ BiH complete control in the House of Peoples of the FBiH.

Both working documents determine the preliminary number of delegates to the House of Peoples of the Parliament of the FBiH, who are elected by the legislative bodies of the cantons. The documents differ in the procedure for the distribution of mandates. In working document one, it is stated that in each legislative body of a canton where at least one delegate from one of the constituent peoples is not determined, and in its composition there are elected deputies from that constituent people, one seat will be redistributed from the legislative body of the canton that has the smallest quotient determined according to the procedure from Article 10.12 of the Election Law, and so on until there are elected deputies.

This primarily refers to the Bosnian-Podrinje Canton where, according to this document, there is no determined number of delegates. According to the proposals that the CEC will consider, from the Una-Sana Canton, 7 delegates are elected, of which 3 from the Bosniak people, three from the Serbian people, and one from the Others.
From the Posavina Canton, only one delegate from the Croatian people is elected. From the Tuzla Canton, 9 delegates are elected, including 5 Bosniaks, two Serbs, and two from the Others. From the Zenica-Doboj Canton, 7 delegates are elected - four Bosniaks, one Croat, one Serb, and one Other. From the Bosnian-Podrinje Canton, there is no determined number of delegates. The Central Bosnia Canton would give five delegates, of which one Bosniak and four Croats. From the Herzegovina-Neretva Canton, seven delegates would be elected, five Croats and two Serbs. From the West Herzegovina Canton, four delegates of Croatian nationality would be elected.

From the Sarajevo Canton, 12 delegates would be elected, four Bosniaks, five Serbs, and three Others.
The Livno Canton would give six delegates, two Croats and four Serbs.

This would mean that the HDZ would likely have all seventeen delegates in the Club of Croats of the House of Peoples of the FBiH, thereby practically securing all levers of power for itself. The opposition previously criticized that this is an agreement between Dragan Čović and Bakir Izetbegović, and that the aim is to prevent amendments to the Election Law of BiH.

Also, according to this document, delegates from the Croatian people will not be elected from the Una-Sana Canton, Tuzla Canton, and Sarajevo Canton.
