CEC procures system for biometric voter identification and ballot scanning, procurement value 88 million KM

(Patria) - The Central Election Commission of Bosnia and Herzegovina today, at its 51st session, adopted the Decision on the procurement of a system for biometric voter identification and for scanning ballot papers at polling stations.

Given that the estimated value is approximately 75,200,000.00 KM without VAT, or approximately 88,000,000.00 KM with VAT, this procurement will be carried out using an open procedure (international payment class) with a contract concluded with the most favorable bidder for a period of 4 (four) years.

The procurement of the system for biometric voter identification and scanning of ballot papers at polling stations includes, among other things, the procurement of:

- biometric voter identification devices at 6,000 polling stations;
- consumables for the operation of biometric identification devices;
- hardware and software services related to support for biometric identification devices;
- software licenses for biometric identification devices;
- identity management system;
- procurement of software for support of biometric identification devices;
- ballot paper scanning devices / ballot scanners at 6,000 polling stations;
- consumables for the operation of scanning devices (computer supplies, scanner consumables; other administrative supplies, i.e. scanner consumables, etc.);
- ballot boxes with installed scanning devices at 6,000 polling stations;
- external batteries for scanners, 6,000 units;
- procurement of an election management system;
- hardware and software services related to support for scanner devices;
- procurement of software licenses for scanners;
- procurement of software for support of scanner devices;
- paper and production and printing of ballot papers adapted for scanners, and with appropriate security features;
- transport services for devices to polling stations and return of devices from polling stations to the contracting authority's warehouse;
- training services for trainers and election administration for training on the use and management of biometric voter identification devices and ballot scanning devices.

The procedure for this public procurement will be conducted and the tender documentation prepared by the Commission for the procurement of the system for biometric voter identification and ballot scanning at polling stations, which was appointed today by the Central Election Commission of BiH and consists of 7 members and an equal number of deputy members, as well as 4 experts from outside the contracting authority.
