Whose Lukač is it: SDA protects him and rejects his dismissal, because they won't give HDZ the position!?

The latest scandal involving the admission of 15 candidates to the FUP Special Unit for the position of police officer, caused by director Dragan Lukač creating his own list and ignoring the list of the Commission which ranked candidates according to their results, reminded many of everything Lukač has done so far, as well as of those who protect him. That is why he has avoided any responsibility for his misdeeds all these years he has been in the position, writes the Patria agency.

Lukač removed four candidates from the list who were among the top 15, so out of 50 candidates, he placed the one from 48th place in 15th place, even though he had 52 points. For comparison, the top 15 ranked candidates according to the Commission's assessment had from 71 points to 67, which is what the 15th on the list achieved. 

Now it can be said without any doubt that Lukač is protected by the SDA, i.e., the Minister of Internal Affairs Aljoša Čampara, who managed to secure a party policy that it is better for Lukač to sit in the FUP than to give that position to the HDZ, which is rightfully theirs because the head of the FBiH Ministry of Internal Affairs is a Bosniak.

Let us recall, Aljoša Čampara has been „cheering“ for Lukač from the beginning, even with all the letters from those who proved that Lukač should have been retired (he erased war service), criminal charges, accusations of mobbing, as well as the verdict of the Municipal Court in Orašje which clearly shows that Dragan Lukač took 3,000 KM from the devastated Damjanović family back in the 1990s, supposedly to reveal where the body of their murdered son was located! All of this was not enough to initiate Lukač's dismissal.

The truth is that HDZ ministers also voted for his appointment, but recently Dragan Čović, the HDZ leader, remembered that they could initiate his dismissal. He told this to Fahrudin Radončić and Bakir Izetbegović, but the SDA leader did not like this idea, so it should not be surprising if even he is called to account by many whom Lukač has „plunged into mourning.“

The story about the dismissal was current in May this year, and then silence ensued until the latest scandal regarding the admission of police officers to the FUP Special Unit. The media and the affected candidates are still waiting for the outcome of the situation, but in the FUP they have been silent for 30 days now. However, while those responsible are silent, the city is buzzing, and allegedly a letter was sent to Lukač from the FBiH Parliament, where certain MPs demanded answers to the question of what is happening regarding the admission of police officers to this police agency.

The Appeals Committee has not yet made a decision, but those who have appealed believe that they will receive a negative response on Lukač's orders and that their appeals will be rejected. However, the fight will not stop there, and despite threats and inconveniences, a complaint against Lukač will follow, as well as writing to the ombudsmen.

Why is all this necessary for political officials who should protect the institution where Lukač sits?

A special story is the abuse of people in the police. FUP officers have evidence that Lukač punished 23 family men by transferring them from Sarajevo to Bihać, Tuzla... Three younger FUP employees have died, with very telling claims from their families about the mobbing they were exposed to. One of Lukač's more severe attacks concerns his written address to a senior inspector.

Namely, Jozo Anđić (now a retired police officer), a special forces member who was wounded multiple times in the defense of Sarajevo during the war, applied for the position of Assistant Commander for Security of the Special Unit in 2010. He was by far the best candidate, but then the FUP director canceled the competition for unknown reasons.

In the court proceedings, a verdict was reached in Anđić's favor. Lukač had to implement the verdict, but he did not do so, so Anđić filed a criminal complaint against him for failing to execute a court verdict.

Then a shocking letter appeared. The FUP director writes an order to Edin Vranj, a high-ranking FUP official, to investigate the case. Vranj forwards the case to the FUP legal department, and they contact the Prosecutor's Office and the Court.

Lukač then writes insolently: „Mr. Vranj, I gave you, and then Mr. Hujdurević, the task to file a criminal complaint against Anđić for false reporting. Where do you get the right to tell these people to contact the prosecutor – immediately act on the order as I issued it to you.“

Lukač's biography will also record that he drove away war commander Dragan Vikić from the FUP, who sued him for it. Vikić also sued him for that, as well as for mobbing. 

One should certainly not forget that Lukač crashed official vehicles on several occasions while driving drunk, but those cases were covered up, and he never even faced disciplinary action. 

How will the SDA and HDZ ministers in the Government of the Federation of Bosnia and Herzegovina, who voted for Lukač's appointment, now answer to the public, if they of course respect the law, as to why a pensioner (with a full 40 or more years of service is the police director) is in charge. The rule in the FUP is apparently to recruit and retain suitable people since Lukač's own election, because no one has yet been held accountable for why someone younger with much better references than him was not chosen.
