
(Patria) - The debate on the amendment of the agenda for today's 21st emergency session of the House of Peoples of the BiH Parliamentary Assembly has been ongoing for the fourth hour.
On the agenda are the Law on the High Judicial and Prosecutorial Council and the Proposal for the Law on Amendments to the Law on the Court of BiH, following several proposals to supplement the agenda with the Proposal for the Law on the Regulator, Transmission, and Electricity Market in Bosnia and Herzegovina. This proposal by Džemal Smajić was included in the agenda. After the vote, it was clarified that this is a proposal adopted by the House of Representatives of the BiH Parliamentary Assembly on December 12.
A heated debate ensued after the inclusion of item four, following a proposal by Želimir Nešković. However, he asked the presiding officer Kemal Ademović why his proposal had been altered, as he had requested that items be considered as the first, second, and third points.
Ademović stated that he did not believe he had violated the Rules of Procedure because the agenda had been established and that only additional points could be added.
"When five delegates propose an agenda, I will put it to a vote," said Ademović.
Nešković responded to Ademović, stating that he could not change his proposal and requested a new vote by the delegates.
Ademović told Nešković that he could not determine the order of items and cut him off.
Delegate Safet Softić said that when things get out of control, it would be good to take a break.
"After three and a half hours, we are still on the agenda. I want to help. But I think, Mr. Ademović, what you said about having greater rights because you sit up there provoked a reaction," said Softić, who told Ademović that if he wants to discuss, he should ask for the floor.
He noted that Ademović had made a mistake in the case of Želimir Nešković, who had the right to propose the order of items.
"I don't understand your resistance to this, because your vote is the deciding factor. I see no reason to waste time on this. Put the items as they were proposed; everything else is improvisation," said Softić.
Ademović said that the Collegium had reached an agreement and that the House did not need to vote separately.
Dissatisfied with the agenda, opposition delegates from the RS, Nenad Vuković and Želimir Nešković, left the session, and a one-hour break was called.
