
SARAJevo, (Patria) - Expert on state property issues in Bosnia and Herzegovina, Muharem Cero, commented on the parliamentary elections in Montenegro for N1, stating that he believes that, "if a pro-Serbian majority in that country establishes executive power, the accelerated establishment of special parallel relations between Montenegro and Republika Srpska is planned".
"Starting from the Belgrade meetings between Milorad Dodik and Aleksandar Vučić, and if there was a hidden agenda in the Dodik-Vučić contacts, then in the current context of possible government changes, it could consist of the following: a new, pro-Serbian oriented government could use the Dayton solutions for establishing parallel relations between Montenegro and Republika Srpska, which in content, dynamics, and meaning would be identical to those that Serbia and RS already have, which is ultimately enabled by the Dayton Peace Agreement," said Cero.
"In essence, this project would be proof that the Greater Serbian and secessionist projects of Vučić on one hand, and Milorad Dodik on the other, are still alive. Namely, such a model, if established, would be an alternative project to Milošević's, the wartime one, and would consist of carrying out actions from SANU 2 according to Ćosić's model and would mean an alliance of all Serbian lands. It would, at the outset, affirm the principle of a polycentric state with an ideological and all other center in Belgrade, where RS and Montenegro would actually be political branches and carry out the project of all Serbian lands. At a given moment and in a favorable context, they would formalize this goal," believes this expert.
Cero points out for N1 that, in order to thwart such a possible scenario, it is necessary for the international community to recognize it, and above all Brussels and European institutions.
"To slow down and stop this, it would be necessary, on the occasion of the so-called jubilee 25th anniversary of Dayton, to finally introduce the adoption of laws on the management and disposal of state property into the parliamentary procedure, as indicated by the Constitutional Court's ruling on agricultural land and previously adopted constitutional rulings. A joint package with this law should also include the adoption of a law on restitution. Both laws have been successfully obstructed for decades precisely by the intention of achieving these projects by Greater Serbian politics. Unfortunately, at this moment, with the assistance and policy coming from Zagreb, implemented through Dodik's strategic partner Dragan Čović," Cero stated for N1.
Confirmation of such scenarios, as Cero emphasizes, is yesterday's agreement on the operationalization and construction of an airport near Trebinje at the Mionići location.
"While respecting the previously reached Vučić-Dodik agreement, that airport would be owned and managed by the Republic of Serbia. All of this is possible precisely because the two aforementioned laws have not been adopted. It is clear that Vučić and Dodik do not respect the fact that the disposal of that land is prohibited, even though they are aware that it is state, not entity, land. All of this is possible with no or weak reaction from the institutions of Bosnia and Herzegovina, and a significant and questionable silence from the international community," Cero underlined.
