Čavić announces possible scenario: Dodik and Čović will block the election of the Council of Ministers

The newly emerged situation in RS, where at last night's session of the National Assembly, SNSD gathered 44 MPs according to NDP president Dragan Čavić's opinion, will not change anything regarding the agreement on forming state government signed by the Alliance for Change RS, SDA, and DF, writes the BiH news agency Patria.  

The head of NDP, at today's press conference in Banja Luka, stated that this can only create a certain basis for HDZ BiH leader Dragan Čović to try to pressure other political partners in forming government at the state level.

Čavić said that the parties of the Alliance for Change have an agreement with SDA and DF, and it remains a question whether Čović will now succeed in involving Dodik in the state-level government.

- If this plan is not realized, then Čović has the only mechanism to obstruct the work of the BiH Parliament through his three delegates in the House of Peoples of the BiH Parliament, and Dodik could have a similar mechanism, but a third for functioning also represents two delegates, so they can cause obstruction only by influencing the quorum – Čavić said.

He stated that he has the impression that, after the establishment of new government bodies in the entities, the obstruction of forming government at the BiH level could also happen, because both HDZ and SNSD now have ministers in the BiH Council of Ministers.

- In a technical sense, the Council of Ministers can last as long as it wants, i.e., until a new one is elected. We have had such a situation on several occasions, and that is why Dragan Čović insists so much on forming government from a lower to a higher level – stated Čavić, emphasizing that this is a possibility that can be both hypothetical and real.
