Čavara forgot that by accepting the resignation of only one DF minister, he pushed the Government into unconstitutional work

The Vice President of the Federation of BiH, Milan Dunović, filed an appeal with the Constitutional Court of the FBiH to assess the constitutionality of the national structure of the Federal Government from June 15 to October 28, 2015. Dunović stated that during that period, the Government had six Bosniak ministers, and it must have at least seven, writes the Patria news agency.

As a reminder, on June 15, 2015, four ministers from the Democratic Front submitted their resignations to the President of the FBiH, Marinko Čavara, but he then signed and accepted only one – the resignation of the Minister of Energy, Industry, and Mining, Reuf Bajrović.

Čavara put the other three ministers on hold because the coalition of SDA and HDZ BiH was disrupted by the DF's exit from power, and there was no alternative or coalition partner in sight.

With his signature, Čavara thus brought the Federal Government into a situation of operating with one fewer Bosniak minister, thereby disrupting the national structure defined by the Constitution of the FBiH.

However, he believes that the DF is to blame for everything, while neglecting his own enormous responsibility.

- The absurdity is even greater because the DF created this situation by unilaterally excluding itself from the parliamentary majority. The DF instructed its ministers to resign, they asked me to accept the resignations, and now they claim it is unconstitutional, explains Čavara.  

Čavara signed the first resignation of a DF minister on June 15, 2015. The resignation of Minister Snježana Soldat was signed on September 15, and the resignations of the other two DF ministers, Aleksandar Remetić and Milan Mandilović, were only accepted at the end of October when a new coalition partner was found – SBB.

If viewed chronologically, it is clear that it was precisely Čavara, by signing only one resignation in June last year, who brought the Government into a situation of acting unconstitutionally.

However, for HDZ BiH and its leader Dragan Čović, the most important thing at the time was to leave the position of Minister of Energy vacant in order to gain control of public companies in Herzegovina. Čavara obviously forgot this.
