Čampara and his team need Lukač for showdown with "opponents" before SDA Congress

The Security Commission of the Parliament of the Federation, at its session held on Tuesday, gave its opinion and proposed that the competition for the election of the director of the Federal Police Administration be annulled, because, as they claim, the competition procedure was violated. Six members voted for such a conclusion, while two SDA members, Rasim Omerović and Mirsad Kukić, voted against it.

As the President of the Commission, Midhat Karović, told the Patria agency, the session began at 1 p.m., while the SDA members arrived at 2 p.m.

- We had already voted on the conclusion, but we allowed them to state their position as well. We debated with them for half an hour. They said that the procedure was initiated according to the old law. However, the new Law on Internal Affairs of the FBiH came into force in the meantime. We could not agree, but it is important that there was a quorum. The vote was six to two – Karović said.

The competition for the director of the FUP was announced on October 1st based on the old Law on Internal Affairs of the Federation. The new Law came into force eight days later. The competition procedure was thus carried out six days according to the new law, and nine according to the old one. This is the reason why the Security Commission of the Parliament of the Federation believes that the competition should be annulled.

Although the Commission's conclusion is not binding, Karović said that it will have greater authority considering that the new Law on Internal Affairs of the FBiH has come into force.

 - We will start applying the legal provisions according to the new law – Karović said.

As Patria learns, two SDA members, following instructions received from Aljoša Čampara, the chief advisor to the deputy president of SDA, Bakir Izetbegović, intentionally arrived late for the session and then voted against the conclusion in order to give the Independent Board a boost to re-appoint Dragan Lukač as director.

Lukač is needed by Čampara and Izetbegović so that in the next two to three months, the FUP can be misused to prosecute politically unsuitable SDA members before the party's Congress scheduled for May.

Therefore, for SDA, or rather Čampara and his boss, it does not matter that Lukač can only remain in that position for eight months, because after that he has to retire; what matters is that he is there for these three months to settle scores with dissidents and prepare the ground for the Congress at which Izetbegović is expected to be elected president of SDA. 

As a reminder, a month and a half ago, when the Independent Board chaired by Sead Selman met, it was precisely Čampara who was walking the corridors of the FBiH Parliament, pressuring the members of the Independent Board to vote for Lukač.
