Budget on hold, voting on agenda additions causes confusion

(Patria) - The emergency session of the House of Peoples of the BiH Parliament has moved towards adding items to the agenda, rather than discussing and adopting the Budget of BiH institutions and international obligations for 2025.

The problem arose after Želimir Nešković's proposal to add certain appointments to the agenda was voted on. Nešković did request those items to be the first three, but some delegates believe that other items cannot precede the Budget.

Reactions from delegates followed, stating that the Rules of Procedure are being violated.

The Speaker of the House, Kemal Ademović, admitted that he did not specify the order in which the agenda additions would be considered before the delegates voted.

The Minister of Finance and Treasury, Srđan Amidžić, who is supposed to present the Budget, is also present at the session.

Nešković stated that he had amended the proposal, and delegate Džemal Smajić said that the House should vote on the proposal again.

"The House should decide which item should come first," said Smajić.

Delegate Nenad Vuković asked if someone was in a hurry, if someone had something scheduled for 3 PM. He was likely alluding to Dragan Čović, who was invited to the US Embassy for a meeting regarding the Southern Gas Interconnection with the leaders of the Trojka parties.

"People, we are at work. Why are you rushing us? There are people here who haven't entered Parliament for a month and a half. There are people who only come for sessions. And now we are being held up here. Don't look for excuses. Whoever leaves the hall is against the budget. I guarantee that if you stay in the hall, the budget will be adopted. Those who leave should fight through the media and explain why the budget failed," said Vuković.
