Bosniak Leaders Silent, Lobbyists Working: Dodik's 2012 Document Predicts Referendum and State Collapse!

On the official website of the President of Republika Srpska, Milorad Dodik, in the "documents" file from 2012, Annex 4 – based on the US Constitution model – is posted as an official document. The way Bosnia and Herzegovina was created and how it survives, writes the Patria News Agency.

The document, duly stored on the official website of the President of Republika Srpska, was prepared on Dodik's orders four years ago, but judging by the fact that SDP members revealed its existence to the public a few days ago, it says a lot about how few people (politicians and advisors primarily) read the documents published on the official websites of officials or institutions.

The authors of this "dangerous" document are American lobbying firms that the RS Government has been paying from the budget for years. In 2012, when the document was created, the lobbying firm that Dodik generously paid was 'The Laurus Consulting Group'.

This lobbying firm is "specialized in solving strategic challenges." It was led by people from the inner circle of former Israeli Prime Minister Ariel Sharon, as well as other lobbying firms that include international constitutional experts.

The SDP emphasized that the published document largely aligns with Dodik's destructive political rhetoric and activities over the past four years.

The document, the content of which you can also read at the end of our text, envisages changes to the BiH Constitution that lead to the collapse of the state. Even the decision to call a referendum stemmed from it, which states that "BiH is a state union created in Dayton, that it does not possess any property, and that its existence is impossible if it is not divided into three territorial units.".

Dodik is hiding nothing. Neither the payment of lobbyists, nor the existence of a document that is public, but no one has read it or taken it seriously, nor do they take it seriously now.

At one point, the President of Republika Srpska even stated that American lobbyists offered to "fix" the independence of Republika Srpska, but that it would cost a lot.

Also, on several occasions, he said that he would act based on this document, which clearly outlines the guidelines and steps to be taken. When the document is read, it is clear to what stage Dodik has reached in its realization.

According to official data, in 2014 alone, seven million KM were allocated from the RS budget, of which four million were for the work of RS representations abroad, and lobbying firms received three million KM for consulting, representation, and advisory services.

Dodik has so far, at least according to opposition sources, spent 30 million KM on lobbying.

One of the lobbyists whom Dodik generously pays for years is Steven Meyer, a former CIA analyst. He is presented in some regional media as an American expert on the Balkans, and Meyer's main task is to lead a campaign against the state of Bosnia and Herzegovina.

If you look closely on the internet, you can find Meyer's statements that "BiH is an invented state" or "will collapse soon.".

"BiH is an invented state, and RS has the right to decide for itself whether to declare independence or not," Meyer stated in one of his TV appearances, and emphasized:

"In a legal sense, it seems that BiH will survive as a state. It will continue to have borders, a flag... but it is an invented state, a state on paper, founded by Western powers to satisfy their interests. Real power in BiH lies in the entities, and it will remain so in the coming years.".

At the same time, the President of Republika Srpska and SNSD leader travels around BiH and says that "Bosnia and Herzegovina is an empty shell," and that "there is nothing inside it." Meyer lobbies for the collapse of the state in the US and around the world, while Dodik spreads well-thought-out and dangerous propaganda in BiH and Serbia.

In the official registry of the US Department of Justice, there are five lobbying firms and representations that transparently lobby for the interests of Republika Srpska in Washington. An analysis by the Sunlight Foundation, a non-governmental organization that digitizes and processes government data, shows that in 2009, RS was the third-largest spender in lobbying among all foreign governments. No one lobbies for the interests of the state of BiH!

Meyer's statement from June 2016: BiH is a fictitious state

Former Deputy Chief of CIA Balkans Operations, Steven Meyer, said in June this year that Republika Srpska will survive and believes that "there is a high chance that the borders in the Balkans will change.".

In an interview with "Večernje novosti," Meyer said that "borders will change in Kosovo, as well as in BiH and Macedonia.".

When asked about the survival of Republika Srpska, he said that in his opinion, it is "only a question of in what form" it will survive.

"In the future, we can expect a situation with two entities and a loose agreement between them. All decisions will be made at the entity level. BiH is a fictitious state, a state only on paper," Meyer assessed.
