Blockade until further notice: SNSD does not want to submit names of commission members

(Patria) - SNSD has nominated former Minister of Finance of Republika Srpska, Zoran Tegeltija, for the Chairman of the Council of Ministers. Until this is realized, the state can stand still. This is the official stance of the party led by Milorad Dodik, and the elected officials of this party are behaving accordingly.

Evidence of this is the fact that SNSD has not nominated deputies for the formation of parliamentary committees, without which the House of Representatives of the BiH Parliament cannot function. All parliamentary parties, except for SNSD, quickly submitted their proposals for members after the constitutive session. However, SNSD has openly stated, by not submitting the names of its members for participation in these committees, that it is blocking the work of the BiH Parliament. Sessions can only be held if a law is submitted under urgent procedure, because then the committees do not convene.

The House of Representatives of the BiH PA, despite being constituted on December 6, 2018, has still not formed permanent working bodies, i.e., parliamentary committees. These include the Committee on Constitutional and Legal Affairs, the Committee on Foreign Affairs, the Committee on Foreign Trade and Customs, the Committee on Finance and Budget, the Committee on Transport and Communications, and the Committee on the Promotion of Gender Equality.

The House of Representatives of the BiH PA managed to elect only the Committee for the Preparation of the Election of the Council of Ministers of BiH at the December session, which has not even managed to appoint its chairman and deputies to this day. Namely, opposition political parties have a majority in this committee, and they did not agree to the appointment of Halid Genjac (SDA), Predrag Kožul (HDZ), and Staša Košarac (SNSD) to the committee's leadership. Since December 28, 2018, when an attempt was made to hold the constitutive session of the Committee for the Preparation of the Election of the Council of Ministers of BiH, state deputies have not attempted to hold a session of the Committee for the Preparation of the Election of the Council of Ministers of BiH.

As for the other committees, Krišto had previously scheduled the second session of the House of Representatives of the BiH PA for January 17, 2019, which was ultimately postponed at the request of deputies from SNSD. At that session, state parliamentarians were supposed to elect new compositions of the permanent committees of the House of Representatives of the BiH PA.

In addition to the permanent committees of the House of Representatives of the BiH PA, there are also joint working bodies in the Parliamentary Assembly of BiH, composed of deputies and delegates from the House of Representatives of the BiH PA and the House of Peoples of the BiH PA.

These are six committees that can now be constituted, as the new composition of the House of Peoples of the Parliamentary Assembly of BiH has been appointed. The party and peoples' clubs have not yet received an invitation to submit their proposals for membership in the Joint Committee for Oversight of the Intelligence-Security Agency (OSA), the Joint Committee on Defense and Security, the Joint Committee on Economic Reforms and Development, the Joint Committee on European Integration, the Joint Committee on Administrative Affairs, and the Joint Committee on Human Rights.
