In Sarajevo tomorrow, the Independent Board of the Police Service of Bosnia and Herzegovina will convene to conduct interviews with candidates who applied and meet the conditions of the Public Call for the procedure of selecting candidates for the director of the State Investigation and Protection Agency, writes the Patria news agency.

Immediately after the interviews, a ranking list of successful candidates with whom the interview was conducted will be established. While the Minister of Security of Bosnia and Herzegovina, Dragan Mektić, who will ultimately make the final decision, is still reluctant to speak, it has been confirmed from multiple sources that Perica Stanić is one of the most serious candidates for the director of SIPA.

In addition to Stanić, Zoran Glušac, Slobodan Nikić, Tomislav Mirosavić, Relja Kovač, Davor Vidović, and Dragan Mumović have also been invited for interviews.

We recall that the former director of SIPA, Goran Zubac, was finally convicted of negligent work in service because, during the violent protests in February 2014, he refused to provide assistance to the Directorate for Coordination of Police Bodies when the building of the Presidency of Bosnia and Herzegovina was set on fire.

He was replaced by Đuro Knežević, and our sources from SIPA wonder whether he will have the courage and professional dignity to investigate and prosecute the many illegalities that Zubac and his loyal people committed during his mandate.

The new director of this most significant police agency will also have their hands full. But let's take it step by step.

The misuse of funds for representation by the convicted and dismissed director Goran Zubac is something that must be investigated. In the month before his dismissal, he stayed in Trebinje and spent between 800 and 1,000 KM of state money every day.

Even earlier, Zubac misused these funds, organizing semi-private and private gatherings in Jahorina, Trebinje, and Bileća, and there is also knowledge of the misuse of the official vehicle Renault Megane, which was illegally used for years by Goran Zubac's wife.

The misuse of official vehicles of the Special Support Unit—Passat, Ford Mondeo, Land Rover, and Škoda Yeti—by Jovica Mirosavljević, the commander of the Special Unit, and his favorites.

- In the past year and a half alone, Mirosavljević covered about 50,000 kilometers on weekends, even though he regularly received compensation for transportation costs. These misuses alone have damaged the Budget of Bosnia and Herzegovina by more than 10,000 KM. How far these misuses went is also evidenced by the fact that official vehicles were used to go to weddings. In one of those wedding convoys at the beginning of May, the official vehicle Ford Mondeo was hit – reveals a well-informed source.

Furthermore, in the Special Support Unit, not only official vehicles were misused. Other resources were also misused for the purposes of illegal escorts, surveillance, transport and planting of evidence, intimidation and instruction of witnesses, etc. One of the most blatant examples is the case of Šemsudin Mehmedović, our source states.

- Knežević, and also the new director of SIPA, should investigate who ordered the special forces, and who justified, the misuse of restraint devices even against visibly disabled persons for the purposes of filming promotional material. The law does not prescribe such needs. Who ordered the use and themselves used means for forced vehicle stopping—spikes and explosive devices, a shock bomb—against a person fleeing in a motor vehicle, contrary to the provisions of the Law on Police Officials of Bosnia and Herzegovina and the Rulebook on the Use of Force. Everything took place on November 6, 2014, in the place of Sumbulovac, Pale Municipality, and resulted in serious injury to the person. Who and how all this was covered up – it is further stated.

The Special Support Unit was not the only one with officers for special tasks, tasks about which no one was allowed to ask anything. Such were also the police officers Derić, Nikolić, and Mandić from the Sector for Operational Support. After receiving a phone call, without explanation, they would leave their regular jobs and tasks and go, no one officially knows where.

Due to well-performed special tasks and godfatherly relations with director Zubac's driver, Darko Avram, Derić was never disciplined for losing special equipment for covert recording with a complete case from Bihać, an official mobile phone, and other official equipment and documentation – reveals our source.
