BiH is the only country in the region without a Law on Foreign Affairs

Minister of Foreign Affairs of Bosnia and Herzegovina Igor Crnadak has summoned BiH Ambassador to The Hague Mirsada Čolaković for consultations in Sarajevo, Al Jazeera reported.

Ambassador Čolaković earlier refused Crnadak's instruction to deliver a letter to the International Court of Justice in The Hague, in which Crnadak objected to the revision of the BiH judgment against Serbia before the court in The Hague, which was submitted on Thursday by agent Sakib Softić.

Crnadak said that Ambassador Čolaković did not respect the institutions of BiH, emphasizing that ambassadors must follow the instructions of the Minister of Foreign Affairs.

A source from the Patria news agency explains that Minister Crnadak does not have the legal authority to impose any sanctions on Ambassador Čolaković. Only the Presidency of BiH has that right, and Crnadak can only submit a proposal to them for possible sanctions.

The same source from the Ministry of Foreign Affairs of BiH recalls that Bosnia and Herzegovina is the only country in the region that does not have a law on foreign affairs, which is why members of the BiH MFA sometimes misinterpret their obligations and rights.
The entire foreign policy of BiH is based on a document adopted by the Presidency of BiH in 2003. The document is titled General Directions and Priorities for the Implementation of Foreign Policy.

The problem of the lack of a law on foreign policy has also been warned about by state auditors for several consecutive years, emphasizing the need to adopt this law. The state Prime Minister himself, Denis Zvizdić, said that the absence of this law represents an obstacle in the work of the Ministry of Foreign Affairs of BiH, as well as in the work of the entire diplomatic-consular network of the country. He expressed hope that Bosnia and Herzegovina should have a law on foreign policy by March 2017.
