WITHOUT VITAL AND HIGH State of Emergency or an Attempt at Separatism on the Foundations of Genocide

The unconstitutional virus continues to kill any possibility that this country, like all normal ones, can act uniformly in various forms of crisis. 

A system without a system. Actually, on paper everything is clear, the system is legally structured as it should be. But the problem arises in the implementation of these laws. 

The state and sub-state systems of government, like an out-of-tune philharmonic, each play their own music. The virus kills everything, but the politics of the (un)elected office holders is worse than any plague. 

The two sub-state systems, the Federation and Republika Srpska, if their actions are compared, appear to be on different continents rather than lower levels of government in one country. 

The cantons are a story in themselves. 

What particularly poses a problem is the decision of Republika Srpska to declare a state of emergency. On several occasions, Patria has tried to point out the issues with such a decision. 

Dr. Sci. Enver Išerić, in the article The emergence of the coronavirus has also brought to the surface anomalies in the legal system of BiH, states that the provision of Article 70 of the Constitution of Republika Srpska, as well as the provision of Article 38 of the Law on the Government of RS, are not in accordance with the Constitution of Bosnia and Herzegovina, the Law on Protection and Rescue of People and Material Goods from Natural and Other Disasters, nor with the Law on Defense of Bosnia and Herzegovina.

It seems that the entire public (journalistic and legal) can write and react, but the state will remain silent. The vital protectors of Bosniaks will also remain silent. The vital protector of Croats has long been in a political coma. 

A special story in the silencing of unconstitutional action is the High Representative Valentin Inzko. In the fear of the coronavirus, Inzko has hidden. 

In a state of general hysteria and paranoia in Banja Luka, they follow Belgrade with their moves instead of Sarajevo. From Sarajevo, they only request to apply for aid from the World Bank, IMF, and similar institutions. They also requested money from the Central Bank. So, the top of RS only asks BiH for money, and sees Serbia as a model of action. 

Someone should tell them that there IS NO money until they return to the constitutional and legal frameworks of the state on whose territory they operate. 

But WHO?

For the leader of SDA, Bakir Izetbegović, we have already written that he slept through the course of the pandemic so far, and thus the political action of the sub-state system of Republika Srpska. 

The action of the Club “Together for BiH” in the National Assembly of RS is particularly interesting. Although after the voting on the state of emergency in RS, a “pull” of vital interest was announced, after a meeting with the top of RS, this club abandoned that move. 

Why? That is a question for Edin Ramić, Senad Bratić, and Begija Smajić. It is also a question for the top of SDA, actually that top which does not sleep. 

Nevertheless, as the supreme interpreter of the Constitution of BiH and laws, Valentin Inzko is the most called upon to provide answers. We asked him by email, but from his offices there is no response. That is why we ask him publicly, WHY, High Representative, do you tolerate the introduction of an unconstitutional state of emergency. 

Where have you disappeared, why do you not react? Do you know something that we ordinary mortals do not know? 

Has the international community, whose HIGH Representative you are in BiH, decided to maneuver again in the Western Balkans. 

Have you, High Representative, followed the military exercises in Serbia. Do you know that in the neighboring country they are checking the combat readiness of helicopter units and testing target engagement with guided missiles. Do you, High Inzko, know how BiH fared after the 1990s when they checked combat readiness in Serbia. 

Do you know what else is interesting, High Inzko. Russia, by order of Russian President Vladimir Putin, sent to Serbia a group of 87 military experts, including military doctors and virologists, special medical equipment, protective equipment, and 16 units of military technology.

The whole world is helping each other in the pandemic situation, but no one sends the army as aid. Except Russia to Serbia.

Therefore, High Representative, stop hiding, you have enough space and means of communication to explain to us why you slept through unconstitutional action. Actually, why for more than 10 years you have been sleeping on the non-harmonization of laws. 

Any game that casts doubt on the threat to peace in this country awakens old and well-known unrest.

Bosnia once fell in a whisper. Much, High Valentine Inzko, suggests that a bad scenario is being prepared today. 

So react. React while there is time. You must react. Not tomorrow. Today. Stop unconstitutional, illegal, and anti-state action. If you delay, High Representative, perhaps the need for your existence will truly cease. You are aware that the world, and thus BiH, is ruled by hysteria. And hysteria and the past in this country awaken memories..

I will remind you, High Representative. Bosnia and Herzegovina once fell in a whisper. Never again has it and never will. 

And there is a worse disease than the virus. It is called separatism on the foundations of genocide!
