Without the presence of SNSD delegates in the House of Peoples, it is not even possible to vote on dismissal

(Patria) - If any of the parties of the Troika were to initiate a motion to dismiss ministers from SNSD in the Council of Ministers of BiH, a decision by both houses of the BiH Parliament would be required, which renders such a potential move meaningless from the start.

Predrag Kojović, a deputy of Our Party in the BiH Parliament, sent an indicative message today, shortly after a story appeared in the media about the potential removal of SNSD from the BiH Council of Ministers, reports Istraga.ba.

- If you are digging a hole and realize you have dug too deep and everything could collapse on you, the first thing you need to do is stop digging. We have come to a crossroads. One path leads to the EU, the other to Russia and the 'Serbian world', Kojović wrote on his X profile.

SNSD currently has two ministers in the BiH Council of Ministers - Staša Košarac, Minister of Foreign Trade and Economic Relations, and Srđan Amidžić, Minister of Finance and Treasury.

When appointing the BiH Council of Ministers, confirmation is only required in the House of Representatives, but for dismissal, a decision by both houses is needed, including a simple and entity majority, which represents a much greater challenge.

Dismissal requires the support of 22 deputies in the House of Representatives and eight delegates in the House of Peoples, including an entity majority in both houses.

Currently, in the House of Representatives, SDA has eight, SNSD six, SDP five, HDZ four, NiP three, DF three, Our Party two, SDS two, PDP two, NES two, and Za pravdu i red i naprijed, Demos, Ujedinjena srpska, and Bosanskohercegovačka inicijativa each have one.

In the BiH House of Peoples, SNSD and HDZ each have three delegates, SDA two, and DF, SBiH, NiP, SDS, PDP, HDZ 1990, and Za nove generacije (ZNG) each have one.

If we imagine an unlikely scenario where HDZ supports the dismissal of ministers from SNSD, the Troika parties would initially need support from the opposition in the RS, but also partly from parties based in the FBiH that are not part of the government.

In the House of Representatives, the Troika has 10 deputies, HDZ four, while opposition parties from the RS that would support such a move have five. With the support of deputies from NES and BHI, the required number would be reached, and there would also be an entity majority.

However, in the House of Peoples, HDZ, the Troika, PDP, and SDS have six delegates, and they would need support from HDZ 1990 and ZNG or SDA. There would be a possibility that DF and SBiH would also support the dismissal.

In all these combinations, there would also be an entity majority, because SNSD with three delegates cannot stop the removal if their delegates attend the session. However, if they do not come to the session, there will be no quorum, and consequently the session cannot be held.

The National Assembly of the RS has already called on officials from the RS in state institutions to block decision-making. Even if no one else supports such a request, SNSD's delegates certainly will.

Finally, it is difficult to say with certainty whether Kojović's statement is an announcement of a breakup of the coalition only with SNSD, given that US Ambassador Michael Murphy has repeatedly called the president of HDZ BiH, Dragan Čović, a Russian player.
