Despite No Sessions Held, MPs Received 20,000 KM Each Since December!?

(Patria) - The constitutive session of the House of Representatives of the Parliamentary Assembly of BiH was held in December last year. The House of Peoples, due to waiting for the decision of the Constitutional Court of BiH, was constituted somewhat later in February this year, but since then, none of the elected representatives and delegates have done anything. Salaries are paid regularly, and each month they find more than 5,000 KM in their accounts.

The constitutive session of the Commission for the Preparation of the Election of the Council of Ministers of BiH has never been completed, as the leadership of the Commission has not been elected. The date for the continuation of the constitutive session has never been set later.

All that the representatives and delegates have concretely done is the 1st session of the Joint Collegium of both houses of the Parliamentary Assembly of BiH in the mandate period 2018 - 2022. At the session, a number of notifications, letters, and proposals for decisions and conclusions related to the work of both houses of the Parliamentary Assembly of BiH were considered.

Also, the Joint Collegium was informed about a certain number of information that was submitted to it by other BiH institutions. However, there are no concrete progress in the work.
SNSD proposed the former Minister of Finance of Republika Srpska, Zoran Tegeltija, as the Chairman of the Council of Ministers. Until this is realized, the state can stand still. This is also the official position of the party led by Milorad Dodik, and the elected officials of this party behave accordingly.

Proof of this is the fact that SNSD has not proposed names of representatives for the formation of parliamentary committees, without which the House of Representatives of the BiH Parliament cannot function.

All parliamentary parties, except for SNSD, quickly submitted their proposals for members after the constitutive session. However, SNSD openly stated, by not submitting the names of its members for participation in these committees. This has blocked the work of the BiH Parliament; sessions can only be held if a law is submitted under urgent procedure, because then the committees do not convene.

The House of Representatives of the PSBiH, despite being constituted on December 6, 2018, has still not formed permanent working bodies, i.e., parliamentary committees.

These are the Committee on Constitutional and Legal Affairs, the Committee on Foreign Affairs, the Committee on Foreign Trade and Customs, the Committee on Finance and Budget, the Committee on Transport and Communications, and the Committee on Gender Equality.

The House of Representatives of the PSBiH managed to elect only the Commission for the Preparation of the Election of the Council of Ministers of BiH at the December session, which to this day has not even managed to appoint its chairman and deputies.

Namely, opposition political parties have a majority in this commission and have not given their consent for Halid Genjac (SDA), Predrag Kožul (HDZ), and Staša Košarac (SNSD) to be appointed to the leadership of the commission.

From December 28, 2018, when an attempt was made to hold the constitutive session of the Commission for the Preparation of the Election of the Council of Ministers of BiH, until today, state representatives have not attempted to hold a session of the Commission for the Preparation of the Election of the Council of Ministers of BiH.
