Bećirović: It is very important for the Presidency to state its position on the RS attack on the constitutional order of BiH

(Patria) - Denis Bećirović, member of the BiH Presidency, held a press conference in Sarajevo today, explaining the reasons why an extraordinary session of the BiH Presidency was not held.

BiH Presidency Session Cancelled, No Budget Until Attack on Constitutional Order of BiH is Discussed

(Patria) - Following tensions during and after the press conference of the members of the BiH Presidency with NATO Secretary General Mark Rutte, the extraordinary session of the BiH Presidency, where the Budget of BiH Institutions for 2025 was to be discussed, has been postponed.

Bećirović reminded that he and his colleague from the BiH Presidency, Željko Komšić, officially submitted a request for an extraordinary session of the BiH Presidency on March 4 this year.

He adds that they have complied with all procedural provisions and expected Cvijanović to convene the Presidency session in accordance with the Rules of Procedure.

- As Chairperson of the BiH Presidency until November 16 last year, I always respected the Rules of Procedure of the BiH Presidency, and whenever a member of the Presidency requested an extraordinary session, I convened such sessions as soon as possible - says Bećirović.

However, he adds, Željka Cvijanović unfortunately did not do so in this case.

- Instead, she convened another session, ignoring our request. She thereby violated the Rules of Procedure of the BiH Presidency, as well as our established practice within the BiH Presidency - emphasizes Bećirović.

He reiterated that they submitted the request for an extraordinary session strictly in accordance with the procedural provisions.

- In these difficult circumstances, we requested that a Presidency session be held regarding the internal political situation in BiH concerning the attacks by the authorities of the Republika Srpska entity on the constitutional order of BiH - said Bećirović.

He emphasizes that in this regard, he also submitted requests to the Constitutional Court of BiH on Thursday and requested an assessment of constitutionality. The Constitutional Court of BiH issued a temporary measure the following day, on Friday, Fena reports.

- I consider it very important for the BiH Presidency, as the highest collective body of executive power, to also state its position on this situation.

There are all the reasons, both political, and I have already said that procedural ones have been met - for such a session to be held.

That session should have been held and concluded in the manner prescribed by the Rules of Procedure of the Presidency - stated Bećirović.

After that, he adds, a session dedicated to the budget of Bosnia and Herzegovina for 2025 should have been held.

- As a prerequisite, I have always emphasized that we must all respect the principles of constitutionality and legality. Ms. Cvijanović has unilaterally decided to violate the Rules of Procedure of the BiH Presidency, and she is the only responsible person for why the sessions of the BiH Presidency were not held.

In the discussion, when pointing out very clear arguments, she even said that she did not have time due to other obligations. My position was very clear, members of the BiH Presidency have rights and duties, and one should not forget this - duties, which is to primarily work in the BiH Presidency.

They receive a salary here, so these are the most important activities. Everything else is secondary - states Bećirović.

He reiterated and called on everyone to respect the Constitution, the laws of Bosnia and Herzegovina, and the Rules of Procedure of the BiH Presidency.

- Only in this way can we build progress and only in this way can we move forward. I am sorry, but as a member of the BiH Presidency, I cannot agree to a selective interpretation of the Rules of Procedure of the BiH Presidency.

I cannot allow the trampling of the BiH Constitution and the Rules of Procedure of the BiH Presidency. Legal norms must apply equally to everyone, and I call for them to be respected - concluded Bećirović in his address.
